Having always fought for liberty and democracy, and attached to their [national] sovereignty and to their national independence, the people intend, by this Constitution, to endow themselves with institutions based on the participation of citizens and of civil society including the Algerian community abroad in the administration of public affairs and [institutions] which realize social justice, equality and liberty to each and to all, within the framework of a democratic and republican State and [the people] want to make of the Constitution the ideal framework for strengthening the national bond and of the guarantee of the democratic liberties of the citizen.

Recognizing the enormous potential the Algerian youth constitutes, taking note of its aptitude and its determination to meet the political, economic, social and cultural challenges of the country, and determined to effectively associate it with [the country’s] construction and in the safeguarding of the interests of the future generations, by guaranteeing to [youth] quality training assured by the institutions of the State and of the society.

إنّ الشعب الجزائري ناضل ويناضل دوما في سبيل الحرية والديمقراطية، وهو متمسك بسيادته واستقلاله الوطنيين، ويعتزم أن يبني بهذا الدستور مؤسسات، أساسها مشاركة كل المواطنين والمجتمع المدني، بما فيه الجالية الجزائيرة في الخارج، في تسيير الشؤون العمومية، والقدرة على تحقيق العدالة الاجتماعية والمساواة وضمان الحرية لكل فرد، في إطار دولة قانون جمهورية وديمقراطية ويتطلع أن يجعل من الدستور الإطار الأمثل لتعزيز الروابط الوطنية وضمان الحريات الديمقراطية للمواطن.

Ayant toujours milité pour la liberté et la démocratie, et attaché à sa souveraineté et à son indépendance nationales, le peuple entend, par cette Constitution, se doter d'institutions fondées sur la participation des citoyens et de la société civile incluant la communauté algérienne à l’étranger à la gestion des affaires publiques et qui réalisent la justice sociale, l'égalité et la liberté de chacun et de tous, dans le cadre d'un Etat de droit républicain et démocratique et se veut de faire de la Constitution le cadre idéal au renforcement du lien national et de la garantie des libertés démocratiques du citoyen.

Reconnaissant l’énorme potentiel que constitue la jeunesse algérienne, prenant acte de son aptitude et sa détermination à relever les défis politiques, économiques, sociaux et culturels du pays, et déterminé à l’associer effectivement à la construction de celui-ci et à la sauvegarde des intérêts des générations futures, en lui garantissant une formation de qualité assurée par les institutions de l’Etat et de la société.

The institutions of the Republic have as [their] purpose to assure the equality in rights and in duties of all the citizens [masculine] and citizens [feminine] by removing the obstacles which hinder the development of the human person and prevent the effective participation of all in political, economic, social and cultural life. Les institutions de la République ont pour finalité d'assurer l'égalité en droits et en devoirs de tous les citoyens et citoyennes en supprimant les obstacles qui entravent l'épanouissement de la personne humaine et empêchent la participation effective de tous à la vie politique, économique, sociale et culturelle. (Art. 35)
Participation in Public Life and Institutions

Equal access to the functions and to employments within the State is guaranteed to all citizens, with the exception of those linked to national sovereignty and security.
The law establishes the conditions of implementation of this provision. (Art. 67) - Arabic
يتساوى جميع المواطنين في تقّلد المهام والوظائف في ال ّدولة، باستثناء المهام والوظائف ذات الصلة بالسيادة واألمن الوطنيين.
يحدد القانون شروط تطبيق هذا الحكم. (المــادة 67) - French
L'égal accès aux fonctions et aux emplois au sein de l'Etat est garanti à tous les citoyens, à l’exception de ceux liés à la souveraineté et à la sécurité nationales.
La loi fixe les conditions de mise en œuvre de cette disposition. (Art. 67)
Participation in Public Life and Institutions

The State works to promote parity between men and women in the market of employment.
The State encourages the promotion of women to responsibilities in the public institutions and administrations as well as at the level of enterprises. (Art. 68) - Arabic
تعمل الدولة على ترقية التناصف بين الرجال والنساء في سوق التشغيل.
تشجع الدولة ترقية المرأة في مناصب المسؤولية في الهيئات واإلدارات العمومية وعلى مستوى المؤسسات. (المــادة 68) - French
L'Etat œuvre à promouvoir la parité entre les hommes et les femmes sur le marché de l'emploi.
L'Etat encourage la promotion de la femme aux responsabilités dans les institutions et administrations publiques ainsi qu'au niveau des entreprises. (Art. 68)
