    The Secretaries of State are organs of the general administration of the country, and [are] dependent directly of the President of the Republic. The Law will determine their number, organization, competence and functioning, as well as the organization, competence and functioning of the Council of Ministers. (Art. 246)

    Las Secretarias de Estado, son órganos de la administración general del País, y dependen directamente del Presidente de la República.
    La Ley determinará su número, organización, competencia y funcionamiento así como la organización, competencia y funcionamiento del Consejo de Ministro. (Art. 246)

    To be Secretary or Under-Secretary of State one must fulfill the requirements specified in the numerals 1), 3) and 4) of Article 238 of this Constitution and also, to be greater than twenty-five (25) years of age. The Under-Secretaries will substitute for the Secretaries by Ministry of Law. (Art. 249)

    Para ser secretario o subsecretario se requieren los requisitos señalados en los numerales 1), 3) y 4) del artículo 238 de esta Constitución y además ser mayor de( 25) veinticinco años de edad.
    Los Subsecretarios sustituirán a los secretarios por ministerio de ley. (Art. 249)
