The Prime Minister shall be appointed by the President of the Republic after consulting the political forces represented in the National Assembly and taking into account the electoral results, the existence or the non-existence of a political force which has a majority and the possibilities of coalitions and alliances.
    2. The Ministers and the Secretaries of States shall be appointed by the President of the Republic upon the recommendation of the Prime Minister. (Art. 194)
