    Strong from its spiritual values and from the radiation of its civilization, it also proclaims, solemnly, its attachment to Islam and to the principles of democracy as they have been defined by the Universal Declaration of the Rights of Man of 10 December 1948 and by the African Charter of the Rights of Man and of Peoples of 28 June 1981 as well as in the other international conventions to which Mauritania has subscribed.

    The treaties of Peace, of union, the treaties of commerce, the treaties or agreements concerning the international organization, those which engage the finances of the State, those which modify the provisions of a legislative nature, those that concern the status of the persons, and the treaties concerning the frontiers of the State, may only be ratified by virtue of a law.
    They only take effect after being ratified or approved.

    معاهدات السلم و الاتحاد و معاهدات التجارة و المعاهدات والاتفاقيات المتعلقة بالتنظيم الدولي, و تلك التي تلزم مالية الدولة, والمعاهدات الناسخة أحكاما ذات طابع تشريعي وتلك المتعلقة بحدود الدولة , كلها لا يمكن التصديق عليها إلا بموجب قانون.
    ولا تصبح هذه المعاهدات نافذة المفعول إلا بعد تصديقها أو الموافقة عليها.

    Les traités de paix, d'union, les traités de commerce, les traités ou accords relatifs à l'organisation internationale, ceux qui engagent les finances de l'État, ceux qui modifient les dispositions de nature législative, ceux qui sont relatifs à l'état des personnes et les traités relatifs aux frontières de l'État ne peuvent être ratifiés qu'en vertu d'une loi.
    Ils ne peuvent prendre effet qu'après avoir été ratifiés ou approuvés.

    If the Constitutional Council, referred to [the matter] by the President of the Republic[,] or by the President of the National Assembly[,] or by one-third (1/3) of the Deputies, has declared that an international engagement includes a clause contrary to the Constitution, the authorization to ratify it or to approve it can only intervene after revision of the Constitution. (Art. 79)

    إذا أعلن المجلس الدستوري، بناء على طلب من رئيس الجمهورية أو رئيس الجمعية الوطنية أو ثلث (1/3) النواب ، أن التزاما دوليا يتضمن بندا مخالفا للدستور، توقف الترخيص في تصديق هذا البند أو الموافقة عليه ما لم تقع مراجعة للدستور (المادّة 79)

    Si le Conseil Constitutionnel saisi par le Président de la République ou par le Président de l'Assemblée Nationale ou par le tiers des députés a déclaré qu'un engagement international comporte une clause contraire à la Constitution, l'autorisation de la ratifier ou de l'approuver ne peut intervenir qu'après révision de la Constitution. (Art. 79)

    The treaties or agreements regularly ratified or approved have, on their publication, an authority superior to that of the laws, subject, for each agreement or treaty, to their application by the other party. (Art. 80)

    للمعاهدات أو الاتّفاقيات المصادق عليها و الموافق عليها كذلك سلطة أعلى من سلطة القوانين وذلك فور نشرها شريطة أن يطبّق الطرف الثاني المعاهدة أو الاتفاقية. (المادّة 80)

    Les traités ou accords régulièrement ratifiés ou approuvés ont, dès leur publication, une autorité supérieure à celle des lois, sous réserve, pour chaque accord ou traité, de son application par l'autre partie. (Art. 80)
