    I. All citizens have the right to participate freely in the formation, exercise and control of political power, directly or through their representatives, individually or collectively. Participation shall be equitable and under equal conditions for men and women.
    II. The right to participate includes:
    1. Organization for purposes of political participation, in accordance with the Constitution and the law.
    2. The right to suffrage, by equal, universal, direct, individual, secret, free and obligatory vote, which is publicly counted.3
    3. Where communitarian democracy is practiced, the electoral processes shall be exercised according to their own norms and procedures, and shall supervised by the Electoral Organ (Organo Electoral) only if the electoral act is not subject to equal, universal, direct, secret, free and obligatory vote.

    I. Todas las ciudadanas y los ciudadanos tienen derecho a participar libremente en la formación, ejercicio y control del poder político, directamente o por medio de sus representantes, y de manera individual o colectiva. La participación será equitativa y en igualdad de condiciones entre hombres y mujeres.
    II. El derecho a la participación comprende:
    1. La organización con fines de participación política, conforme a la Constitución y a la ley.
    2. El sufragio, mediante voto igual, universal, directo, individual, secreto, libre y obligatorio, escrutado públicamente. El sufragio se ejercerá a partir de los dieciocho años cumplidos.
    3. Donde se practique la democracia comunitaria, los procesos electorales se ejercerán según normas y procedimientos propios, supervisados por el Órgano Electoral, siempre y cuando el acto electoral no esté sujeto al voto igual, universal, directo, secreto, libre y obligatorio.

    I. All Bolivians are citizens and exercise their citizenship rights from the age of 18, whatever may be their level of education, occupation or income.
    II. Citizenship rights consist of:
    1. Taking part as an elector or being eligible to be part of and exercise functions in the bodies of popular power, and
    2. The right to exercise public functions without any requisites, except those established by law.

    I. Son ciudadanas y ciudadanos todas las bolivianas y todos los bolivianos, y ejercerán su ciudadanía a partir de los 18 años de edad, cualesquiera sean sus niveles de instrucción, ocupación o renta.
    II. La ciudadanía consiste:
    1. En concurrir como elector o elegible a la formación y al ejercicio de funciones en los órganos del poder público, y
    2. En el derecho a ejercer funciones públicas sin otro requisito que la idoneidad, salvo las excepciones establecidas en la Ley.
