    The administrative function is at the service of the general interests and is developed on the foundation of the principles of equality, morality, efficiency, economy, swiftness, impartiality, and publicity through the decentralization, the delegation, and the deconcentration of functions.
    The administrative authorities must coordinate their actions for the appropriate fulfillment of the objectives of the State. The public administration, in all its orders, shall have an internal control that shall be exercised within the terms that the law specifies. (Art. 209)

    La función administrativa está al servicio de los intereses generales y se desarrolla con fundamento en los principios de igualdad, moralidad, eficacia, economía, celeridad, imparcialidad y publicidad, mediante la descentralización, la delegación y la desconcentración de funciones.
    Las autoridades administrativas deben coordinar sus actuaciones para el adecuado cumplimiento de los fines del Estado. La administración pública, en todos sus órdenes, tendrá un control interno que se ejercerá en los términos que señale la ley. (Art. 209)
