    For the exercise of the electoral function, a National Electoral Council and a Supreme Electoral Tribunal are created, autonomous and independent, without relations of subordination to the Powers of the State, of national security, with juridical personality, jurisdiction and competence in all of the Republic.
    The administrative, technical and logistical acts and procedures correspond to the National Electoral Council and the jurisdictional acts and procedures in electoral matters correspond in an exclusive manner to the Tribunal of Electoral Justice with jurisdiction and competence established by the Law.

    Para el ejercicio de la función electoral, créase un Consejo Nacional Electoral y un Tribunal de Justicia Electoral, autónomos e independientes, sin relaciones de subordinación con los Poderes del Estado, de seguridad nacional, con personalidad jurídica, jurisdicción y competencia en toda la República.
    Los actos y procedimientos administrativos, técnicos y de logística corresponderán al Consejo Nacional Electoral y los actos y procedimientos jurisdiccionales en materia electoral corresponderán de manera exclusiva al Tribunal de Justicia Electoral con jurisdicción y competencia fijada por la Ley.
