The electoral system has for [its] objective to assure that elections [votaciones] translate the authentic expression, free and spontaneous of the citizenry; and that the ballots are an exact and opportune reflection of the will of the electors expressed in the ballot boxes [urnas] by direct suffrage.
It has [for its] basic functions[:] the planning, the organization and the execution of the electoral processes or [process] of referendum or other popular consultations; the maintenance and the custody of a single register of identification of persons; and the register of the acts that modify civil estate. El sistema electoral tiene por finalidad asegurar que las votaciones traduzcan la expresión auténtica, libre y espontánea de los ciudadanos; y que los escrutinios sean reflejo exacto y oportuno de la voluntad del elector expresada en las urnas por votación directa.
Tiene por funciones básicas el planeamiento, la organización y la ejecución de los procesos electorales o de referéndum u otras consultas populares; el mantenimiento y la custodia de un registro único de identificación de las personas; y el registro de los actos que modifican el estado civil. The electoral system is composed of the National Jurado [Board] of Elections; the National Office of Electoral Processes; and the National Register of Identification and Civil Estate. They act with autonomy and maintain between them relations of coordination, in accordance with their attributions. (Art. 177)
