11. The State shall secure the broadest freedom for the political parties. Without prejudice to the former, the parties shall:
a. effectively exercise internal democracy in the election of their authorities; [and,]
b. provide maximum publicity to their Organic Acts [Cartas Orgánicas] and Programs of Principles, in such a manner that the citizen can extensively familiarize himself with them.
12. The political parties shall elect their candidate for the President of the Republic by way of internal elections that the law shall regulate, sanctioned by the vote of two-thirds of the total of the members of each Chamber. The form of electing the candidate of each party to the Vice Presidency of the Republic shall be determined by [an] identical majority and[,] while this law is not adopted, it will be that which in this respect the competent party organs resolve. … (Art. 77) - Spanish...
11. El Estado velará por asegurar a los partidos políticos la más amplia libertad. Sin perjuicio de ello, los partidos deberán:
a) ejercer efectivamente la democracia interna en la elección de sus autoridades;
b) dar la máxima publicidad a sus Cartas Orgánicas y Programas de Principios, en forma tal que el ciudadano pueda conocerlos ampliamente.
12. Los partidos políticos elegirán su candidato a la Presidencia de la República mediante elecciones internas que reglamentará la ley sancionada por el voto de los dos tercios del total de componentes de cada Cámara. Por idéntica mayoría determinará la forma de elegir el candidato de cada partido a la Vicepresidencia de la República y, mientras dicha ley no se dicte, se estará a lo que a este respecto resuelvan los órganos partidarios competentes. … (Art. 77)
