Political Parties

1. Political parties shall ensure that national interests prevail over all other interests and, for this purpose, shall provide choices based on the values and aspirations of the people for responsible and good governance.
2. Political parties shall promote national unity and progressive economic development and strive to ensure the well-being of the nation.
3. Candidates and political parties shall not resort to regionalism, ethnicity and religion to incite voters for electoral gain.
4. A political party shall be registered by the Election Commission on its satisfying the qualifications and requirements set out hereinafter, that:
(a) Its members shall be Bhutanese citizens and not otherwise disqualified under this Constitution;
(b) Its membership is not based on region, sex, language, religion or social origin;
(c) It is broad-based with cross-national membership and support and is committed to national cohesion and stability;
(d) It does not accept money or any assistance other than those contributions made by its registered members, and the amount or value shall be fixed by the Election Commission;
(e) It does not receive money or any assistance from foreign sources, be it governmental, non-governmental, private organizations or from private parties or individuals;
(f) Its members shall bear true faith and allegiance to this Constitution and uphold the sovereignty, territorial integrity, security and unity of the Kingdom;
(g) It is established for the advancement of democracy and for the social, economic and political growth of Bhutan; and
(h) It has not been dissolved earlier under the provisions of section 11 of this Article.

༡) སྲིད་དོན་ཚོགས་པ་ཚུ་གིས་ རྒྱལ་ཡོངས་མཐའ་དོན་འདི་ མཐའ་དོན་གཞན་ཆ་མཉམ་ལས་ ལྷག་སྟེ་ ཁྱབ་ཆེཝ་ངེས་གཏན་ བཟོ་ནི་དང་ དེའི་དོན་ལུ་ཁྱད་ཆོས་དང་མི་སེར་གྱི་རེ་འདོད་བསྐྱེད་ མི་ལུ་གཞི་བཞག་པའི་འགན་ཁུར་ཅན་དང་ གཞུང་སྐྱོང་ ལེགས་ལྡན་གྱི་གདམ་ཁ་བྱིན་དགོ།
༢) སྲིད་དོན་ཚོགས་པ་ཚུ་གིས་ རྒྱལ་ཡོངས་གཅིག་མཐུན་དང་ཡར་འཕེལ་ཅན་གྱི་དཔལ་འབྱོར་ ཡར་དྲག་གཏང་ནི་དང་ རྒྱལ་ཁབ་ཀྱི་བདེ་སྐྱིད་ངེས་གཏན་བཟོ་ནིའི་དོན་གཉེར་བསྐྱེད་དགོ།
༣) འདེམས་ངོ་དང་ སྲིད་དོན་ཚོགས་པ་ཚུ་གིས་ བཙག་འཐུའི་ཁེ་འབབ་དོན་ལུ་ ལུང་ཕྱོགས་དང་ མི་རིགས་ ཆོས་ལུགས་ཚུ་ ལུ་བརྟེན་ཏེ་ ཚོགས་རྒྱན་སྐྱུར་མི་ཚུ་ལུ་རྒྱུད་བསྐུལ་འབད་ནི་མེད།
༤) གཤམ་གསལ་བཀོད་དེ་ཡོད་པའི་ཁྱད་ཚད་དང་དགོས་མཁོ་ཚུ་ལུ་ བཙག་འཐུ་ལྷན་ཚོགས་ཀྱིས་ ངེས་ཤེས་འདྲོངས་ ཞིནམ་ལས་ སྲིད་དོན་ཚོགས་པ་ཅིག་ཐོ་ཡིག་བཀོད་དགོཔ་འདི་ཡང་།
ཀ༽ དེའི་འཐུས་མི་ཚུ་ འབྲུག་གི་མི་ཁུངས་དང་ རྩ་ཁྲིམས་ཆེན་མོ་འདིའི་ནང་གསལ་ ལྟར་གྱི་ ཁྱད་ཚད་ལས་ མ་འགལ་མི་ དགོཔ་དང་།
ཁ༽ དེ་གི་འཐུས་མིའི་འགན་དབང་འདི་ ལུང་ཕྱོགས་ ཡང་ན་ ཕོ་མོ་ སྐད་ཡིག་ ཆོས་ལུགས་ མི་སྡེའི་འབྱུང་ཁུངས་ ཚུ་ལུ་གཞིར་འཛིན་མེདཔ།
ག༽ ཚོགས་པ་དེ་ རྒྱལ་ཡོངས་ཕྱོགས་བསྡུས་ཀྱི་འཐུས་མིའི་འགན་དབང་དང་ རྒྱབ་སྐྱོར་དང་བཅས་པའི་གཞི་རྒྱ་ཆེ་བའི་ཁར་ རྒྱལ་ཡོངས་གཅིག་གྱུར་དང་བརྟན་གཞིར་ བརྩོན་མི།
ང་༽ ཐོ་བཀོད་འབད་བའི་འཐུས་མི་ཚུ་གིས་བྱིན་པའི་ཞལ་འདེབས་མ་ཡིན་པའི་ཏི་རུ་གཞན་ ཡང་ན་ གྲོགས་རམ་གང་ཞིག་ ལེན་ནི་མེད་པའི་ཁར་ འདི་གི་གྲངས་འབོར་ ཡང་ན་ རིན་ཚད་འདི་ བཙག་འཐུ་ལྷན་ཚོགས་ཀྱིས་གཏན་འཁེལ་བཟོ་དགོ།
ཅ༽ ཚོགས་པ་དེ་གིས་ གཞུང་ ཡང་ན་ གཞུང་མིན་ སྒེར་གྱི་ལས་ཚོགས་སམ་ སྒེར་སྡེ་དང་ངོ་རྐྱང་ཚུ་ག་ལས་ཨིན་རུང་ ཕྱིའི་འབྱུང་ཁུངས་ལས་དངུལ་རྐྱང་ ཡང་ན་ གྲོགས་རམ་གང་ཡང་མ་ལེན་པ།
ཆ༽ དེའི་འཐུས་མི་ཚུ་གིས་ རྩ་ཁྲིམས་ཆེན་མོ་འདི་ལུ་ དམ་ཚིག་གཙང་མའི་གུས་བཀུར་ ཞུ་དགོཔ་དང་ རྒྱལ་ཁབ་ཀྱི་ རང་བཙན་དང་ བདེ་སྲུང་ གཅིག་མཐུན་ གཅིག་སྒྲིལ་ གོང་ལུ་བཀུར་དགོ།
ཇ༽ ཚོགས་པ་དེ་ དམངས་གཙོའི་མདུན་སྐྱོད་དང་ འབྲུག་གི་མི་སྡེ་དང་དཔལ་འབྱོར་ སྲིད་དོན་འཕེལ་སྐྱེད་དོན་ལུ་ གཞི་འཛུགས་ཡོད་པ།

Political Parties

1. Parliament shall, by law, establish a Public Election Fund into which shall be paid every year such amounts as the Election Commission may consider appropriate to fund registered political parties and their candidates during elections to the National Assembly and candidates to the National Council.
2. The payment out of the Public Election Fund shall be made by the Election Commission in a non-discriminatory manner to registered political parties and candidates in accordance with laws made by Parliament.
3. The Election Commission shall fix a ceiling for the total expenditure that may be incurred by political parties and their candidates taking part in elections to the National Assembly.
4. The Election Commission shall fix a ceiling for contribution offered voluntarily by any of its registered members to a political party subject to the provisions of the Election Fund Act.
5. The funding received by political parties and their candidates shall be subjected to scrutiny and auditing as called for by the Election Commission in accordance with laws made by Parliament or law in force. (Art. 16) - Dzongkha
༡) བཙག་འཐུ་ལྷན་ཚོགས་ཀྱིས་ རྒྱལ་ཡོངས་ཚོགས་འདུའི་ནང་ཐོ་བཀོད་གྲུབ་པའི་སྲིད་དོན་ཚོགས་པ་ཚུ་དང་ རྒྱལ་ཡོངས་ ཚོགས་སྡེའི་འདེམས་ངོ་ཚུ་བཙག་འཐུའི་སྐབས་ ཚོགས་པ་དེ་ཚུ་གི་ འདེམས་ངོ་ཚུ་ལུ་མ་དངུལ་བྱིན་ནིའི་དོན་ལུ་ འོས་འཚམས་ ལྡན་པའི་འབོར་ཚད་ཀྱི་བལྟ་ཞིབ་ དང་བསྟུན་ཏེ་ ལོ་བསྟར་བཞིན་དུ་བཙུགས་པའི་མི་དམངས་བཙག་འཐུའི་མ་དངུལ་ཅིག་ སྤྱི་ཚོགས་ཀྱིས་ཁྲིམས་ཐོག་གཞི་བཙུགས་འབད་དགོ།
༢) བཙག་འཐུ་ལྷན་ཚོགས་ཀྱིས་ ཐོ་བཀོད་གྲུབ་པའི་སྲིད་དོན་ཚོགས་པ་ཚུ་དང་ འདེམས་ངོ་ཚུ་ལུ་ མི་དམངས་བཙག་འཐུའི་ མ་དངུལ་ ཐོག་ལས་སྤྲོད་བྱ་འདི་ ཕྱོགས་རིས་མེད་པའི་རྣམ་གཞག་གི་ ཐོག་ལས་ སྤྱི་ཚོགས་ཀྱིས་བརྩམས་པའི་ ཁྲིམས་ཚུ་ དང་ འཁྲིལ་ཏེ་སྤྲོད་དགོ།
༣) བཙག་འཐུ་ལྷན་ཚོགས་ཀྱིས་ རྒྱལ་ཡོངས་ཚོགས་འདུའི་བཙག་འཐུ་ཚུ་ནང་གཏོགས་མི་སྲིད་དོན་ཚོགས་པ་དང་ འདེམས་ངོ་ཚུ་གིས་སྤྱོད་ཆོག་པའི་ཟད་གྲོན་ཡོངས་བསྡོམས་ཀྱི་མཐོ་ཚད་ཅིག་ གཏན་འཁེལ་བཟོ་དགོ།
༤) བཙག་འཐུ་ལྷན་ཚོགས་ཀྱིས་ སྲིད་དོན་ཚོགས་པ་ཅིག་ནང་ཐོ་བཀོད་གྲུབ་པའི་འཐུས་མི་ཚུ་གིས་ དང་བླངས་ཐོག་ལས་སྤྲོད་ པའི་ ཞལ་འདེབས་ལུ་ བཙག་འཐུའི་མ་དངུལ་བཅའ་ཁྲིམས་ཀྱི་ དགོངས་དོན་ཚུ་ལས་མ་འགལ་བར་ མཐོ་ཚད་ གཏན་འཁེལ་བཟོ་དགོ།
༥) སྤྱི་ཚོགས་ཀྱིས་བརྩམས་པའི་ཁྲིམས་ ཡང་ན་ ཁྱབ་དབང་ཡོད་པའི་ཁྲིམས་དང་འཁྲིལ་ཏེ་ སྲིད་ དོན་ཚོགས་པ་དང་ འདེམས་ངོ་ཚུ་གིས་མ་དངུལ་ཐོབ་མི་ཚུ་ བཙག་འཐུ་ལྷན་ཚོགས་ཀྱི་བསྐུལ་མ་ དང་བསྟུན་ རྩིས་ཞིབ་དང་བརྟག་ཞིབ་འབད་དགོ། ༼རྩ་ཚན་༡༦༽
