    (5) Nothing in this article or in sub-clause (g) of clause (1) of article 19 shall prevent the State from making any special provision, by law, for the advancement of any socially and educationally backward classes of citizens or for the Scheduled Castes or the Scheduled Tribes in so far as such special provisions relate to their admission to educational institutions including private educational institutions, whether aided or unaided by the State, other than the minority educational institutions referred to in clause (1) of article 30.

    (1) Any section of the citizens residing in the territory of India or any part thereof having a distinct language, script or culture of its own shall have the right to conserve the same.
    (2) No citizen shall be denied admission into any educational institution maintained by the State or receiving aid out of State funds on grounds only of religion, race, caste, language or any of them. (Art. 29)

    (1) There shall be a Commission for the Scheduled Tribes to be known as the National Commission for the Scheduled Tribes.

    (5) It shall be the duty of the Commission:
    (a) to investigate and monitor all matters relating to the safeguards provided for the Scheduled Tribes under this Constitution or under any other law for the time being in force or under any order of the Government and to evaluate the working of such safeguards;
    (b) to inquire into specific complaints with respect to the deprivation of rights and safeguards of the Scheduled Tribes;
    (c) to participate and advise on the planning process of socioeconomic development of the Scheduled Tribes and to evaluate the progress of their development under the Union and any State;
    (d) to present to the President, annually and at such other times as the Commission may deem fit, reports upon the working of those safeguards;
    (e) to make in such reports recommendation as to the measures that should be taken by the Union or any State for the effective implementation of those safeguards and other measures for the protection, welfare and socio-economic development of the Scheduled Tribes; and
    (f) to discharge such other functions in relation to the protection, welfare and development and advancement of the Scheduled Tribes as the President may, subject to the provisions of any law made by Parliament, by rule specify.

    (घ) उन रक्षोपायों के कार्यकरण के बारे में प्रतिवर्ष, और ऐसे अन्य समयों पर, जो आयोग ठीक समझे, राष्ट्रपति को रिपोर्ट प्रस्तुत करे;
    (ड.) ऐसे रिपोर्ट में उन उपायों के बारे में जो उन रक्षोपायों के प्रभावपूर्ण कार्यान्वयन के लिए संघ या किसी राज्य द्वारा किए जाने चाहिए, तथा अनुसूचित जनजातियों के संरक्षण, कल्याण और सामाजिक-आर्थिक विकास के लिए अन्य उपायों के बारे में सिफ़ारिश करे; और

    (1) There shall be established in each State having Scheduled Areas therein and, if the President so directs, also in any State having Scheduled Tribes but not Scheduled Areas therein, a Tribes Advisory Council consisting of not more than twenty members of whom, as nearly as may be, three-fourths shall be the representatives of the Scheduled Tribes in the Legislative Assembly of the State:
    Provided that if the number of representatives of the Scheduled Tribes in the Legislative Assembly of the State is less than the number of seats in the Tribes Advisory Council to be filled by such representatives, the remaining seats shall be filled by other members of those tribes.
    (2) It shall be the duty of the Tribes Advisory Council to advise on such matters pertaining to the welfare and advancement of the Scheduled Tribes in the State as may be referred to them by the Governor.     बशर्ते कि राज्य की विधान सभा में जनजातियों के प्रतिनिधियों की संख्या जनजाति सलाहकार परिषद में ऐसे प्रतिनिधियों से भरे जाने वाली सीटों की संख्या से कम है तो शेष सीटें उन जनजातियों के अन्य सदस्यों से भरी जाएंगी।
    (2) जनजाति सलाहकार परिषद का यह कर्तव्य होगा कि वह राज्यपाल द्वारा उन्हें भेजे गए राज्य में अनुसूचित जातियों के कल्याण तथा प्रोन्नति से संबंधित मामलों में सलाह दे। (पाँचवी अनुसूची: अनुसूचित क्षेत्रों तथा अनुसूचित जनजातियों के प्रशासन तथा नियंत्रण से संबंधित प्रावधान, भाग-ख – अनुच्छेद 4)

According to Art. 343: "(1) The official language of the Union shall be Hindi in Devanagari script. … (2) Notwithstanding anything in clause (1), for a period of fifteen years from the commencement of this Constitution, the English language shall continue to be used for all the official purposes of the Union for which it was being used immediately before such commencement …"
