The State attends on implementing national education policy in order to build good citizens with competence, knowledge, abilities and technical skills.
The State and society attend to developing high quality national education, to create opportunities and [favourable] conditions in education for all people throughout the country, especially people in remote areas, ethnic groups, women, children, disadvantage person and disable person.

ລັດ ເອົາໃຈໃສ່ປະຕິບັດນະໂຍບາຍການສຶກສາແຫ່ງຊາດ ເພື່ອສ້າງຄົນລາວໃຫ້ເປັນ ພົນລະເມືອງດີ, ມີຄຸນສົມບັດ, ມີຄວາມຮູ້, ຄວາມສາມາດ ແລະ ມີວິຊາຊີບ.
ລັດ ແລະ ທົ່ວສັງຄົມ ຕັ້ງໜ້າພັດທະນາການສຶກສາແຫ່ງຊາດ ໃຫ້ມີຄຸນນະພາບ, ສ້າງໂອກາດແລະ ເງື່ອນໄຂໃຫ້ປະຊາຊົນ ໄດ້ຮັບການສຶກສາຢ່າງທົ່ວເຖິງ ໂດຍສະເພາະ ປະຊາຊົນທີ່ຢູ່ເຂດຫ່າງໄກສອກຫຼີກ, ຊົນເຜົ່າ, ແມ່ຍິງ, ເດັກນ້ອຍ, ຜູ້ດ້ອຍໂອກາດ ແລະ ຜູ້ພິການ.
