- EnglishThe State shall undertake or ensure that the basic utility services which are essential for the subsistence of the people be provided in a comprehensive manner in accordance with sustainable development.
In respect of the basic structure or network of basic public utility services of the State which are essential for the people’s subsistence or for security of the State, the State shall not conduct any act which renders the ownership to be under the private sector or the ownership of the State to be less than fifty one percent. ... (Sec. 56) - Thaiรัฐต้องจัดหรือดําเนินการให้มีสาธารณูปโภคขั้นพื้นฐานที่จําเป็นต่อการดํารงชีวิตของประชาชนอย่างทั่วถึงตามหลักการพัฒนาอย่างยั่งยืน

- EnglishThe State should strengthen the family unit which is an important basic element of society, provide an appropriate accommodation, promote and develop the enhancement of health in order to enable people to have good health and strong mind, as well as promote and develop excellence in sports and to maximise the benefit for the people.
The State should promote and develop human resources to be good citizens with higher quality and abilities.
The State should provide assistance to children, youth, women, the elderly, persons with disabilities, indigent persons and underprivileged persons to be able to have a quality living, and shall protect such persons from violence or unfair treatment, as well as provide treatment, rehabilitation and remedies to such injured persons.
In allocating the budget, the State shall take into account the different necessities and needs with respect to genders, ages and conditions of persons to ensure fairness. (Sec. 71) - Thaiรัฐพึงเสริมสร้างความเข้มแข็งของครอบครัวอันเป็นองค์ประกอบพื้นฐานที่สําคัญของสังคม จัดให้ประชาชนมีที่อยู่อาศัยอย่างเหมาะสม ส่งเสริมและพัฒนาการสร้างเสริมสุขภาพเพื่อให้ ประชาชนมีสุขภาพที่แข็งแรงและมีจิตใจเข้มแข็ง รวมตลอดทั้งส่งเสริมและพัฒนาการกีฬาให้ไปสู่ความเป็นเลิศ และเกิดประโยชน์สูงสุดแก่ประชาชน
รัฐพึงส่งเสริมและพัฒนาทรัพยากรมนุษย์ให้เป็นพลเมืองที่ดี มีคุณภาพและความสามารถสูงขึ้น
รัฐพึงให้ความช่วยเหลือเด็ก เยาวชน สตรี ผู้สูงอายุ คนพิการ ผู้ยากไร้ และผู้ด้อยโอกาส ให้สามารถดํารงชีวิตได้อย่างมีคุณภาพ และคุ้มครองป้องกันมิให้บุคคลดังกล่าวถูกใช้ความรุนแรงหรือปฏิบัติอย่างไม่เป็นธรรม รวมตลอดทั้งให้การบําบัด ฟื้นฟูและเยียวยาผู้ถูกกระทําการดังกล่าว
ในการจัดสรรงบประมาณ รัฐพึงคํานึงถึงความจําเป็นและความต้องการที่แตกต่างกันของเพศ วัย และสภาพของบุคคล ทั้งนี้ เพื่อความเป็นธรรม (มาตรา ๗๑)
