    The Congress of State shall be vested with the executive power, according to the principles of collegiality and responsibility. It shall be politically answerable, both collegially and individually, before the Great and General Council on the basis of the constitutional law.
    The members of the Congress of State shall be appointed by the Great and General Council. The constitutional law shall establish and govern their powers. A law passed by a qualified majority shall discipline the organisation and operation of the Congress, specify eligibility requirements, appointment procedures, incompatibilities, disqualification of single members and of the Congress of State and regulate ordinary administration.

    Al Congresso di Stato spetta il potere di governo secondo i principi di collegialità e di responsabilità. E' politicamente responsabile davanti al Consiglio al quale rende conto, sia collegialmente che individualmente, in base a legge costituzionale.
    I membri del Congresso di Stato sono nominati dal Consiglio Grande e Generale. La legge costituzionale ne indica e ne disciplina i poteri. La legge costituzionale ne indica e ne disciplina i poteri. Una legge qualificata ne disciplina l'organizzazione ed il funzionamento; individua i requisiti di eleggibilità, le procedure di nomina, le incompatibilità, i casi di decadenza dei singoli membri e del Congresso di Stato; disciplina il regime dell'ordinaria amministrazione.

Declaration on The Citizens’ Rights and Fundamental Principles of San Marino Constitutional Order 1974, as amended to 2002. The English translation of the 2019 Amendment is not publicly available. It concerns Art. 4 and was translated in-house by UN Women. As the Declaration regulates the rights and duties of the citizens and the public administration in connection with electoral matters, it is considered to serve some of the functions of a Constitution.
