    1 In the fulfillment of its duties, the Confederation shall take account of the needs of families. It may support measures for the protection of families.
    2 It may issue regulations on child allowances and operate a federal family allowances compensation fund.
    3 It shall establish a maternity insurance scheme. It may also require persons who cannot benefit from that insurance to make contributions.
    4 The Confederation may declare participation in a family allowances compensation fund and the maternity insurance scheme to be compulsory, either in general terms or for individual sections of the population, and make its subsidies dependent on appropriate subsidies being made by the Cantons. (Art. 116)

    1 Dans l’accomplissement de ses tâches, la Confédération prend en considération les besoins de la famille. Elle peut soutenir les mesures destinées à protéger la famille.
    2 Elle peut légiférer sur les allocations familiales et gérer une caisse fédérale de compensation en matière d’allocations familiales.
    3 Elle institue une assurance-maternité. Elle peut également soumettre à l’obligation de cotiser les personnes qui ne peuvent bénéficier des prestations d’assurance.
    4 Elle peut déclarer l’affiliation à une caisse de compensation familiale et l’assurance-maternité obligatoires, de manière générale ou pour certaines catégories de personnes, et faire dépendre ses prestations d’une juste contribution des cantons. (Art. 116)

    1 Der Bund berücksichtigt bei der Erfüllung seiner Aufgaben die Bedürfnisse der Familie. Er kann Massnahmen zum Schutz der Familie unterstützen.
    2 Er kann Vorschriften über die Familienzulagen erlassen und eine eidgenössische Familienausgleichskasse führen.
    3 Er richtet eine Mutterschaftsversicherung ein. Er kann auch Personen zu Beiträgen verpflichten, die nicht in den Genuss der Versicherungsleistungen gelangen können.
    4 Der Bund kann den Beitritt zu einer Familienausgleichskasse und die Mutterschaftsversicherung allgemein oder für einzelne Bevölkerungsgruppen obligatorisch erklären und seine Leistungen von angemessenen Leistungen der Kantone abhängig machen. (Art. 116)

    1 Nell’adempimento dei suoi compiti la Confederazione prende in considerazione i bisogni della famiglia. Può sostenere provvedimenti a tutela della famiglia.
    2 Può emanare prescrizioni sugli assegni familiari e gestire una cassa federale di compensazione familiare.
    3 La Confederazione istituisce un’assicurazione per la maternità. Può essere obbligato a versare contributi anche chi non può fruire delle prestazioni assicurative.
    4 La Confederazione può dichiarare obbligatoria l’affiliazione a casse di compensazione familiari e all’assicurazione per la maternità, in generale o per singoli gruppi della popolazione, e subordinare le sue prestazioni ad adeguate prestazioni dei Cantoni. (Art. 116)
