It is not permitted to suspend any of the provisions of this statute except during a state of emergency and within the limits prescribed by the law. (Art. 90)

- EnglishWhen the integrity of the National territory is threatened or [in case] that events are produced which obstruct the regular functioning of the constitutional institutions, the King can, after having consulted the Head of Government, the President of the Chamber of Representatives, the President of the Chamber of Councilors, as well as the President of the Constitutional Court, and addressing a message to the Nation, proclaim by Dahir the state of exception. By this act, the King is enabled [habilite] to take the measures that the defense of the territorial integrity imposes and to return, in the least time, to the normal functioning of the constitutional institutions.
The Parliament may not be dissolved during the exercise of exceptional powers.
The fundamental rights and freedoms provided by this Constitution remain guaranteed.
The state of exception is terminated in the same forms as its proclamation, once the conditions which have justified it do not exist. (Art. 59) - Arabicإذا كانت حوزة التّراب الوطني مهدّدة، أو وقع من الأحداث ما يعرقل السير العادي للمؤسّسات الدّستورية، أمكن للملك أن يُعلن حالة الاستثناء بظهير، بعد استشارة كل من رئيس الحكومة، ورئيس مجلس النواب، ورئيس مجلس المستشارين، ورئيس المحكمة الدستورية، وتوجيه خطاب إلى الأمّة. ويُخول الملك بذلك صلاحية اتخاذ الإجراءات التي يفرضها الدفاع عن الوحدة الترابية، ويقتضيها الرجوع، في أقرب الآجال، إلى السير العادي للمؤسسات الدستورية.
لا يحل البرلمان أثناء ممارسة السلطات الاستثنائية.
تبقى الحريات والحقوق الأساسية المنصوص عليها في هذا الدستور مضمونة.
تُرفع حالة الاستثناء بمجرد انتفاء الأسباب التي دعت إليها، وباتخاذ الإجراءات الشكلية المقررة لإعلانها. (الفصل 59)

- EnglishWithout prejudice to the provisions of Article 73 of this law, none of the provisions of this law shall, in any way, be obstructed unless it is a temporary measure taken during the time of war or in a state of emergency as specified by the law. (Basic Law, Art. 82)

- EnglishIf danger threatens the safety of the Kingdom, the integrity of its territory, the security of its people and their interests, or impedes the performance of State institutions, the King shall take necessary and speedy measures to confront this danger. If the King feels that these measures may better be permanent, he then shall take whatever legal action he deems necessary in this regard. (Basic Law, Art. 62)

- EnglishThe limitations that can be imposed on the exercise of the rights and freedoms guaranteed in this Constitution will be established by law, without compromising their essence. Any such limitations can only be put in place for reasons necessary to a civil and democratic state and with the aim of protecting the rights of others, or based on the requirements of public order, national defence, public health or public morals, and provided there is proportionality between these restrictions and the objective sought.
Judicial authorities ensure that rights and freedoms are protected from all violations.
There can be no amendment to the Constitution that undermines the human rights and freedoms guaranteed in this Constitution. (Art. 49) - Arabicيحدّد القانون الضوابط المتعلقة بالحقوق والحرّيات المضمونة بهذا الدستور وممارستها بما لا ينال من جوهرها. ولا توضع هذه الضوابط إلّا لضرورة تقتضيها دولة مدنية ديمقراطية وبهدف حماية حقوق الغير، أو لمقتضيات الأمن العام، أو الدفاع الوطني، أو الصّحة العامة، أو الآداب العامة، وذلك مع احترام التّناسب بين هذه الضوابط وموجباتها.
وتتكفّل الهيئات القضائية بـحماية الحقوق والحريات من أي انتهاك.
لا يجوز لأيّ تعديل أن ينال من مكتسبات حقوق الإنسان وحرياته المضمونة في هذا الدستور. (الفصل 49) - FrenchSans porter atteinte à leur substance, la loi fixe les restrictions relatives aux droits et libertés garantis par la Constitution et à leur exercice. Ces restrictions ne peuvent être établies que pour répondre aux exigences d’un État civil et démocratique, et en vue de sauvegarder les droits d’autrui ou les impératifs de la sûreté publique, de la défense nationale, de la santé publique ou de la moralité publique tout en respectant la proportionnalité entre ces restrictions et leurs justifications. Les instances juridictionnelles assurent la protection des droits et libertés contre toute atteinte.
Aucune révision ne peut porter atteinte aux acquis en matière de droits de l’Homme et de libertés garantis par la présente Constitution. (Art. 49)
