- EnglishA legislative council shall be established named the “Federation Council,” to include representatives from the regions and the governorates that are not organized in a region. A law, enacted by a two-thirds majority of the members of the Council of Representatives, shall regulate the formation of the Federation Council, its membership conditions, its competencies, and all that is connected with it. - English(1) The Transitional Legislative Council is an independent, legislative authority. It may be dissolved. The number of members therein shall not exceed 300 members, and it represents all forces participating in change, except for members of the National Congress and political forces that participated in the former regime until its downfall;
(2) The participation of women is not be less than 40% of the membership of the Transitional Legislative Council;
(3) 67% of the members of the Transitional Legislative Council are selected by the Forces of Freedom and Change, and 33% are selected by other forces who did not sign the Freedom and Change Declaration. The appointments take place and the percentages of each force are determined in consultation between the Forces of Freedom and Change and the military members of the Sovereignty Council;

(5) In forming the Transitional Legislative Council, the components of Sudanese society are taken into account, including political, civil and professional forces, Sufi orders, native administrations, and armed movements, whether or not they signed the Freedom and Change Declaration, as well as other components of Sudanese society. (Art. 23) - Arabic1. المجلس التشريعي الانتقالي سلطة تشريعية مستقلة لا يجوز حلها ولا تتجاوز عضوية الثلاتمائة عضواً، علي ان يراعي تمثيل كافة القوي المشاركة في التغيير، عدا اعضاء المؤتمر الوطني والقوي السياسية التي كانت مشاركه في النظام البائد حتي سقوطه.
2.لا تقل نسبة مشاركة النساء عن 40% من عضوية المجلس التشريعي الإنتقالي.
3. يتكون المجلس التشريعي الانتقالي بنسبة 67% ممن تختارهم قوي اعلان الحرية والتغيير، ونسبة 33% للقوي الاخري غير موقعه علي اعلان الحرية والتغيير والتي يتم تسميتها وتحديد نيب مشاركة كل منها بالتشاور بين قؤي اعلان الحرية والتغيير والاعضاء العسكريين في مجلس السيادة.
5. يراعي في تكوين المجلس التشريعي الانتقالي مكونات المجتمع السوداني بما فيها القوي السياسية والمدنية والمهنيه والطرق الصوفيه والادارات الاهلية والحركات المسلحة الموقعة وغير الموقعهعلي اعلان الحرية والتغيير وغيرها من مكونات المجتمع السوداني. (الماده 24)

Shura Council shall express its opinion on State's general policies referred by Prime Minister. The Council shall specifically have the right to exercise the following:
a. Discuss the general plan for economic and social development and give view.
b. Revising laws and regulations, international treaties and agreements, concessions, and provide whatever suggestions it deems appropriate.
c. Analyzing laws.
