- EnglishIt is not allowed to impose restrictions on fundamental rights and freedoms when declaring a state of emergency except to the extent necessary to fulfill the purpose stated in the decree declaring the state of emergency. (Art. 111)

- EnglishThe public rights and freedoms stated in this Constitution may only be regulated or limited by or in accordance with the law, and such regulation or limitation may not prejudice the essence of the right or freedom. (Art. 31)

- EnglishProvisions relating to the Amiri Regime in Kuwait and the principles of liberty and equality stipulated in this Constitution may not be proposed for amendment unless such amendment concerns the title of the Amirate mutato nomine or an increase of the guarantees of liberty and equality. - EnglishRestricting or limiting the practice of any of the rights or liberties stipulated in this Constitution is prohibited, except by a law or on the basis of a law, and insofar as that limitation or restriction does not violate the essence of the right or freedom. (Art. 46)
- Arabicلا يكون تقييد ممارسة أيٍ من الحقوق والحريات الواردة في هذا الدستور أو تحديدها الا بقانون أو بناءً عليه، على ان لا يمس ذلك التحديد والتقييد جوهر الحق أو الحرية. (المادة 46)

- EnglishWithout prejudice to the provisions of Article 73 of this law, none of the provisions of this law shall, in any way, be obstructed unless it is a temporary measure taken during the time of war or in a state of emergency as specified by the law. (Basic Law, Art. 82)

- EnglishEvery individual has the right to enjoy life, security and liberty. Deprivation or restriction of these rights is prohibited except in accordance with the law and based on a decision issued by a competent judicial authority. (Art. 15)

- EnglishIf danger threatens the safety of the Kingdom, the integrity of its territory, the security of its people and their interests, or impedes the performance of State institutions, the King shall take necessary and speedy measures to confront this danger. If the King feels that these measures may better be permanent, he then shall take whatever legal action he deems necessary in this regard. (Basic Law, Art. 62)
- Arabicإذا كان الخطر يهدد سلامة المملكة وسلامة أراضيها وأمن شعبها ومصالحها ، أو عرقل أداء مؤسسات الدولة ، يتخذ الملك الإجراءات اللازمة والسريعة لمواجهة هذا الخطر. إذا شعر الملك أن هذه الإجراءات قد تكون دائمة بشكل أفضل ، فعليه اتخاذ أي إجراء قانوني يراه ضروريًا في هذا الصدد.
