The House of Representatives is composed of no less than four hundred and fifty members elected by direct secret public ballot. At least one quarter of the seats shall be allocated to women.
A candidate for the membership of the House must be an Egyptian citizen, enjoying civil and political rights, a holder of at least a certificate of basic education, and no younger than 25 years old on the day that candidacy registration is opened.
Other candidacy requirements, the electoral system, and division of electoral constituencies shall be defined by law in a manner which observes fair representation of the population and governorates. Elections based on the plurality voting system or proportional list, or a combination of both at whatsoever ratio may be adopted.
The President of the Republic may appoint a number of members that does not exceed 5%. The method of their nomination is to be specified by law. (Art. 102) - Arabic
يُشكل مجلس النواب من عدد لا يقل عن أربعمائة وخمسين عضوا، يُنتخبون بالاقتراع العام السرى المباشر، على أن يُخصص للمرأة ما لا يقل عن ربع إجمالي عدد المقاعد.
يشترط فى المترشّح لعضوية المجلس أن يكون مصريّاً، متمتّعا بحقوقه المدنية والسياسيّة، حاصلاً على شهادة إتمام التعليم الأساسي على الأقل، وألا تقلّ سنّه يوم فتح باب التّرشّح عن خمس وعشرين سنة ميلادية.
ويُبين القانون شروط الترشح الأخرى، ونظام الإنتخاب، وتقسيم الدوائر الانتخابية بما يُراعى التمثيل العادل للسكان، والمحافظات، ويجوز الأخذ بنظام التصويت التعددي أو القائمة النسبية أو الجمع بأي نسبة بينهما.
كما يجوز لرئيس الجمهورية تعيين عدد من الأعضاء فى مجلس النواب لا يزيد على 5 %ويحدد القانون كيفية ترشيحهم. (المادّة 102)

1. Be a citizen of an Emirate of the UAE, and resides permanently in the Emirate which that person represents in the FNC.
2. Be, when selected, not less than twenty-five years of age according to Gregorian calendar.
3. Has civil capacity, is known for good manners and reputation, and has not previously been convicted of an offence against honor unless he has been rehabilitated in accordance with the law.

- English(1) The Transitional Legislative Council is an independent, legislative authority. It may be dissolved. The number of members therein shall not exceed 300 members, and it represents all forces participating in change, except for members of the National Congress and political forces that participated in the former regime until its downfall;
(2) The participation of women is not be less than 40% of the membership of the Transitional Legislative Council;
(3) 67% of the members of the Transitional Legislative Council are selected by the Forces of Freedom and Change, and 33% are selected by other forces who did not sign the Freedom and Change Declaration. The appointments take place and the percentages of each force are determined in consultation between the Forces of Freedom and Change and the military members of the Sovereignty Council;

(5) In forming the Transitional Legislative Council, the components of Sudanese society are taken into account, including political, civil and professional forces, Sufi orders, native administrations, and armed movements, whether or not they signed the Freedom and Change Declaration, as well as other components of Sudanese society. 2.لا تقل نسبة مشاركة النساء عن 40% من عضوية المجلس التشريعي الإنتقالي.
3. يتكون المجلس التشريعي الانتقالي بنسبة 67% ممن تختارهم قوي اعلان الحرية والتغيير، ونسبة 33% للقوي الاخري غير موقعه علي اعلان الحرية والتغيير والتي يتم تسميتها وتحديد نيب مشاركة كل منها بالتشاور بين قؤي اعلان الحرية والتغيير والاعضاء العسكريين في مجلس السيادة.
5. يراعي في تكوين المجلس التشريعي الانتقالي مكونات المجتمع السوداني بما فيها القوي السياسية والمدنية والمهنيه والطرق الصوفيه والادارات الاهلية والحركات المسلحة الموقعة وغير الموقعهعلي اعلان الحرية والتغيير وغيرها من مكونات المجتمع السوداني. (الماده 24)
