The Constitutional Chamber has the following attributions:

2. The Constitutional Tribunal is competent:
a) To take cognizance of the recourses of unconstitutionality of the laws.
b) To take cognizance of the recourses of constitutional amparo against the provisions and acts which violate the rights and freedoms recognized in the Fundamental Law.
c) To proclaim the definitive results of the Presidential, Legislative, [and] Municipal Elections and the Operations of Referendum.
d) To declare the permanent physical or mental incapacity that constitute legal impediment to the fulfillment of the functions of the President of the Republic, of the Vice President of the Republic, of the President of the Chamber of the Deputies and of the President of the Senate.
e) To decide with binding character, concerning the constitutional leglity of the regulatory development of the institutional laws.

- EnglishAll persons have the right to the recourse of habeas corpus to guarantee their personal freedom and integrity, and to the recourse of amparo to maintain or reestablish the enjoyment of the other rights consecrated in this Constitution, as well as those of a fundamental character established in the international instruments concerning human rights, applicable in the Republic. - EnglishWhen the Executive Authority vetoes a bill as unconstitutional and the National Assembly by majority vote insists that it be adopted, the bill shall be sent to the Supreme Court for a decision on its constitutionality. If the Supreme Court's judgment declares the bill constitutional, the Executive Authority is obliged to approve it and have it promulgated. (Art. 171)
