- English(1) Citizens have the right to participate in public affairs, directly or through representatives freely elected in periodic elections by universal suffrage.
(2) They also have the right to accede under conditions of equality to public functions and positions, in accordance with the requirements laid down by the law. (Sec. 23) - Spanish1. The participation of the people in forming, carrying out and controlling the management of public affairs is the necessary way of achieving the involvement to ensure their complete development, both individual and collective. It is the obligation of the State and the duty of society to facilitate the generation of optimum conditions for putting this into practice. - EnglishAll citizens with the legal capacity to do so have the right to contribute to the management of the State, either directly or through their elected representatives within the organs of People's Power and to participate, for this purpose, in the form prescribed by the law, through periodic elections, plebiscites, and popular referendums that will be free, equal, direct, and secret. Every elector has the right to a single vote. (Art. 204)
