The decisions related to the attributions provided for in the Constitution shall be adopted by the plenary of the Court. Whenever the executive returns a bill, it shall again be debated in the National Congress, and if it is ratified by a two-thirds vote, it shall again be sent to the executive branch, with this phrase: “Constitutionally ratified” and the executive branch shall publish it forthwith.

a) Lodge an appeal of unconstitutionality: the President of the Government, the Defender of the People, fifty Members of Congress, fifty Senators, the Executive body of a Autonomous Community and, where applicable, its Assembly.
b) Lodge an individual appeal for protection (recurso de amparo): any individual or body corporate with a legitimate interest, as well as the Defender of the People and the Public Prosecutor's Office.

- EnglishThe processes promoted before the Constitutional Court in the matters to which this Article refers will be regulated by the law in conformity with the following provisions:
