- EnglishI. The State shall guarantee access to education and continuing education to all citizens under conditions of full equality.
II. The State shall give priority support to the students with less economic possibilities so that they can achieve different levels in the educational system, by providing economic resources, meal programs, clothing, transportation, school materials, and student residences in the distant areas, according to the law.
III. Students of excellent achievement shall be rewarded at all levels of the educational system. Every child and adolescent with natural, outstanding talent has the right to be attended to educationally with the teaching methodology and learning that makes possible the best development of his or her aptitudes and skills. (Art. 82) - SpanishI. El Estado garantizará el acceso a la educación y la permanencia de todas las ciudadanas y los ciudadanos en condiciones de plena igualdad.
II. El Estado apoyará con prioridad a los estudiantes con menos posibilidades económicas para que accedan a los diferentes niveles del sistema educativo, mediante recursos económicos, programas de alimentación, vestimenta, transporte, material escolar; y en áreas dispersas, con residencias estudiantiles, de acuerdo con la ley.
III. Se estimulará con becas a estudiantes de excelente aprovechamiento en todos los niveles del sistema educativo. Toda niña, niño y adolescente con talento natural destacado tiene derecho a ser atendido educativamente con métodos de formación y aprendizaje que le permitan el mayor desarrollo de sus aptitudes y destrezas. Everyone shall have the right to education.
The State shall ensure the development of a continuous education system, its various types and forms, state and non-state educational organizations.
The State shall create conditions for the development of pre-school education and upbringing.
The State shall guarantee general secondary and basic vocational education free of charge. The general secondary education shall be compulsory.
Pre-school education and upbringing, general secondary education shall be under state supervision.
