(1) Every Rwandan has the right to education.
(2) Freedom of learning and teaching is guaranteed in accordance with the conditions determined by law.
(3) Primary education is compulsory and free in public schools.
(4) Conditions for free primary education in schools subsidised by the Government are determined by a law.
