- English(1) Subject to the provisions of this Constitution, Parliament shall, not later than twelve months from the commencement of this Constitution, or so soon thereafter as Parliament may determine, by an Act of Parliament establish the office of Ombudsman.
(2) The Act of Parliament shall define the functions and duties of the Ombudsman, which shall include the investigation of any action taken or omitted to be taken by or on behalf of—
a. any department or Ministry of Government;
b. any statutory corporation or institutions of higher learning or education, set up entirely or partly out of public funds;
c. any member of the Public Service, being an action taken or omitted to be taken in the exercise of the administrative functions of that department, ministry, statutory corporation, institution or person. (Sec. 146)

- English1. There shall be established an independent commission to be known as the Human Rights Commission.

4. The Commission shall have power to issue summons or other orders requiring representatives of relevant institutions and other bodies at all levels of government or persons or organizations to appear before it or produce any document or record relevant to any investigation by the Commission.

- EnglishThe Public Ministry shall be made up of the General Prosecutor of the Nation, the Ombudsman, the assigned public prosecutors, and the agents of the Public Ministry before the legal authorities, as well as by municipal representatives and other official determined by an Act. It is the responsibility of the Public Ministry to defend and promote human rights, to protect the public interest, and to oversee the official conduct of those who perform public functions. - EnglishIn order to protect human rights and fundamental freedoms in relation to state authorities, local self-government authorities, and bearers of public authority, the office of the ombudsman for the rights of citizens shall be established by law.
Special ombudsmen for the rights of citizens may also be established by law for particular fields. It corresponds to the Office of the Defender of the People to defend the constitutional and fundamental rights of the person and of the community, and to supervise the fulfillment of the duties of state administration and the provision of public services to the citizenry. The Defender of the People presents a report to the Congress once a year, and each time the latter so solicits. He has initiative in the formation of the laws. He may propose measures that facilitate the better fulfillment of his functions.
