The national policy on population has as its objective to disseminate and to promote responsible paternity and maternity. It recognizes the right of families and of persons to decide. In this spirit, the State assures adequate programs of education and information and access to such means, that do not affect life or health.
It is the duty and right of parents to feed, to educate and to give security to their children. Children have the duty to respect and to assist their parents.
All children have equal rights and duties. Any mention concerning the civil estate of the parents and concerning the nature of filiation in the civil registers or in any other documents of identity[,] is prohibited. (Art. 6) - Spanish
La política nacional de población tiene como objetivo difundir y promover la paternidad y maternidad responsables. Reconoce el derecho de las familias y de las personas a decidir. En tal sentido, el Estado asegura los programas de educación y la información adecuados y el acceso a los medios, que no afecten la vida o la salud.
Es deber y derecho de los padres alimentar, educar y dar seguridad a sus hijos. Los hijos tienen el deber de respetar y asistir a sus padres.

- English1. The family is the natural and fundamental group unit of society and is entitled to protection by society and the State.
2. Each member of the family shall enjoy full and equal respect and shall be protected by law against all forms of neglect, cruelty or exploitation.
3. All men and women have the right to marry and found a family.
4. No person shall be forced to enter into marriage.
5. Subsections (3) and (4) shall apply to all marriages at law, custom and marriages by repute or by permanent cohabitation.
6. No person over the age of eighteen years shall be prevented from entering into marriage.

- EnglishFamily, motherhood and fatherhood, and childhood shall be under the protection of the state.
Men and women having attained the marriageable age, shall have the right, by mutual consent, to marry and start families. Spouses shall have equal rights in family relations.
Parents and substitute parents shall have the right and obligation to raise the children, care for their health, development, education, prepare them for work, and impart to them the culture of respect for the law, historical and national traditions.
Adult children shall be obliged to take care of their parents and to extend help (support) to them.
The state creates the conditions for the exercise of the rights and freedoms of the youth and for promoting its comprehensive development. (Art. 40) - RussianСемья, материнство, отцовство и детство находятся под защитой государства.

(3) The following persons shall be citizens of Namibia by marriage:
(a) those who are not Namibian citizens under Sub-Article (1) or (2) hereof and who:
(aa) in good faith marry a Namibian citizen or, prior to the coming into force of this Constitution, in good faith married a person who would have qualified for Namibian citizenship if this Constitution had been in force; and
(bb) subsequent to such marriage have ordinarily resided in Namibia as the spouse of such person for a period of not less than ten (10) years; and
(cc) apply to become citizens of Namibia;
(b) for the purposes of this Sub-Article (and without derogating from any effect that it may have for any other purposes) a marriage by customary law shall be deemed to be a marriage: provided that nothing in this Constitution shall preclude Parliament from enacting legislation which defines the requirements which need to be satisfied for a marriage by customary law to be recognised as such for the purposes of this Sub-Article.
