In all the functions of the Sovereign Power established in this Constitution, appointments may not be made to fall to persons who have [a] close relation with the authority that makes the appointment and, as the case may be, with the person from whom this authority has emanated. For the appointments of principal functionaries, the prohibition will govern to the fourth grade of consanguinity and second of affinity. The law will regulate this matter.

En todas las funciones del Poder Soberano establecidas en esta Constitución, no se podrán hacer recaer nombramientos en personas que tengan parentesco cercano con la autoridad que hace el nombramiento y, en su caso, con la persona de donde hubiere emanado esta autoridad. Para los nombramientos de los funcionarios principales, regirá la prohibición del cuarto grado de consanguinidad y segundo de afinidad. La ley regulará esta materia.

Participation shall be governed by the principles of equality, autonomy, public deliberation, respect for differences, monitoring by the public, solidarity and interculturalism.
The participation of citizens in all matters of public interest is a right, which shall be exercised by means of mechanisms of representative, direct and community democracy. - EnglishIn those cases of selection of an authority by competitive and merit-based examination, the Council for Public Participation and Social Control shall choose the one who obtains the highest score in the respective examination and shall report this to the National Assembly for the respective swearing in office.
When dealing with the selection of senior management committees directing State entities, the Council shall designate the standing members and alternates, by priority, from among those who obtain the highest scores in the examination. The alternates shall replace the standing members whenever relevant, in compliance with the order of their qualification and designation.
Those who are holding office shall not be able to submit their candidacies for public competitive and merit-based examinations called to designate their substitutes.
Conditions of equity and parity between women and men, as well equality of conditions, shall be guaranteed for the participation of Ecuadorians living abroad. (Art. 210) - SpanishEn los casos de selección por concurso de oposición y méritos de una autoridad, el Consejo de Participación Ciudadana y Control Social escogerá a quien obtenga la mejor puntuación en el respectivo concurso e informará a la Asamblea Nacional para la posesión respectiva.
Cuando se trate de la selección de cuerpos colegiados que dirigen entidades del Estado, el Consejo designará a los miembros principales y suplentes, en orden de prelación, entre quienes obtengan las mejores puntuaciones en el concurso. Los miembros suplentes sustituirán a los principales cuando corresponda, con apego al orden de su calificación y designación.
Quienes se encuentren en ejercicio de sus funciones no podrán presentarse a los concursos públicos de oposición y méritos convocados para designar a sus reemplazos. Se garantizarán condiciones de equidad y paridad entre mujeres y hombres, así como de igualdad de condiciones para la participación de las ecuatorianas y ecuatorianos en el exterior. (Art. 210)
