- English1. Parliament shall consist of members elected on the basis of universal franchise through an electoral system which includes an element of proportional representation so as to ensure fair representation of different political groups and opinions.
2. Subject to such conditions or restrictions as may be prescribed by Parliament every citizen of Vanuatu who is at least 25 years of age shall be eligible to stand for election to Parliament. (Art. 17) - French1) Le Parlement est composé de membres élus au suffrage universel dans le cadre d'un système électoral comportant un certain degré de représentation proportionnelle afin d'assurer une juste représentation des différents partis et opinions politiques.

- EnglishA person is ineligible to be a member of Congress unless he is at least 30 years of age on the day of election and has been a citizen of the Federated States of Micronesia for at least 15 years, and a resident of the state from which he is elected for at least 5 years. A person convicted of a felony by a state or national government court is ineligible to be a member of Congress. The Congress may modify this provision or prescribe additional qualifications; knowledge of the English language may not be a qualification. (Art. IX, Sec. 9)
