National sovereignty resides in the People who exercise it through democratic instruments[,] deciding and participating freely in the construction and perfecting of the economic, political, cultural and social system of the nation. The people exercise the sovereign power through their representatives freely elected by universal, equal, direct and secret suffrage, barring any other individual or group of persons from arrogating this representation. It may be also exercised directly by means of the referendum and of the plebiscite. In the same way, it will be able to [podrd] exercise it through other direct mechanisms, such as the participative budgets, the citizen initiatives, the territorial Councils, the territorial and communal assemblies of the indigenous and Afro-descendant Peoples, the sectoral Councils, and other procedures [procedimientos] that this Constitution and the laws establish. La soberanía nacional reside en el pueblo y la ejerce a través de instrumentos democráticos decidiendo y participando libremente en la construcción y perfeccionamiento del sistema económico, político, cultural y social de la nación. El poder soberano lo ejerce el pueblo por medio de sus representantes libremente elegidos por sufragio universal, igual, directo y secreto, sin que ninguna otra persona o reunión de personas pueda arrogarse esta representación. También lo puede ejercer de forma directa a través del referéndum y el plebiscito. Asimismo, podrá ejercerlo a través de otros mecanismos directos, como los presupuestos participativos, las iniciativas ciudadanas, los Consejos territoriales, las asambleas territoriales y comunales de los pueblos originarios y afrodescendientes, los Consejos sectoriales, y otros procedimientos que se establezcan en la presente Constitución y las leyes. (1) The will of the people shall constitute the basis of the State power. This will is expressed by free elections which are periodically conducted by way of a universal, equal, direct, secret and freely expressed ballot.
(2) The citizens of the Republic of Moldova having attained the age of 18 on or by the voting day inclusively are entitled to vote, except for the persons banned from voting by the law.
(3) The right to stand for election is guaranteed to all citizens of the Republic of Moldova enjoying the right to vote, according to the law. (Art. 38) - Moldovian
(1) Voinţa poporului constituie baza puterii de stat. Această voinţă se exprimă prin alegeri libere, care au loc în mod periodic prin sufragiu universal, egal, direct, secret şi liber exprimat.
(2) Cetăţenii Republicii Moldova au drept de vot de la vîrsta de 18 ani, împliniţi pînă în ziua alegerilor inclusiv, excepţie făcînd cei puşi sub interdicţie în modul stabilit de lege.

- EnglishParticipation and involvement of people in the exercise of their sovereignty in political affairs can be manifested by: voting to fill public offices, referendum, consultation of public opinion, mandate revocation, legislative, constitutional and constituent initiative, open forums and meetings of citizens whose decisions shall be binding among others; and in social and economic affairs: citizen service organs, self-management, co-management, cooperatives in all forms, including those of a financial nature, savings funds, community enterprises, and other forms of association guided by the values of mutual cooperation and solidarity.
The law shall establish conditions for the effective, functioning of the means of participation provided for under the present article.
