1 The Confederation and the Cantons shall, as a complement to personal responsibility and private initiative, endeavour to ensure that:
a. every person has access to social security;
b. every person has access to the health care that they require;
c. families are protected and encouraged as communities of adults and children;
d. every person who is fit to work can earn their living by working under fair conditions;
e. any person seeking accommodation for themselves and their family can find suitable accommodation on reasonable terms;
f. children and young people as well as persons of employable age can obtain an education and undergo basic and advanced training in accordance with their abilities;
g. children and young people are encouraged to develop into independent and socially responsible people and are supported in their social, cultural and political integration and in leading healthy lives.
2 The Confederation and Cantons shall endeavour to ensure that every person is protected against the economic consequences of old-age, invalidity, illness, accident, unemployment, maternity, being orphaned and being widowed.
3 They shall endeavour to achieve these social objectives within the scope of their constitutional powers and the resources available to them.
4 No direct right to state benefits may be established on the basis of these social objectives. (Art. 41) - French
1 La Confédération et les cantons s’engagent, en complément de la responsabilité individuelle et de l’initiative privée, à ce que:
a. toute personne bénéficie de la sécurité sociale;
b. toute personne bénéficie des soins nécessaires à sa santé;
c. les familles en tant que communautés d’adultes et d’enfants soient protégées et encouragées;
d. toute personne capable de travailler puisse assurer son entretien par un travail qu’elle exerce dans des conditions équitables;
e. toute personne en quête d’un logement puisse trouver, pour elle-même et sa famille, un logement approprié à des conditions supportables;
f. les enfants et les jeunes, ainsi que les personnes en âge de travailler puissent bénéficier d’une formation initiale et d’une formation continue correspondant à leurs aptitudes;
g. les enfants et les jeunes soient encouragés à devenir des personnes indépendantes et socialement responsables et soient soutenus dans leur intégration sociale, culturelle et politique et à ce que leur santé soit promue.
2 La Confédération et les cantons s’engagent à ce que toute personne soit assurée contre les conséquences économiques de l’âge, de l’invalidité, de la maladie, de l’accident, du chômage, de la maternité, de la condition d’orphelin et du veuvage.
3 Ils s’engagent en faveur des buts sociaux dans le cadre de leurs compétences constitutionnelles et des moyens disponibles.
4 Aucun droit subjectif à des prestations de l’Etat ne peut être déduit directement des buts sociaux. (Art. 41) - German

2 Bund und Kantone setzen sich dafür ein, dass jede Person gegen die wirtschaftlichen Folgen von Alter, Invalidität, Krankheit, Unfall, Arbeitslosigkeit, Mutterschaft, Verwaisung und Verwitwung gesichert ist.
3 Sie streben die Sozialziele im Rahmen ihrer verfassungsmässigen Zuständigkeiten und ihrer verfügbaren Mittel an.
4 Aus den Sozialzielen können keine unmittelbaren Ansprüche auf staatliche Leistungen abgeleitet werden. (Art. 41) - Italian

2 La Confederazione e i Cantoni si adoperano affinché ognuno sia assicurato contro le conseguenze economiche della vecchiaia, dell’invalidità, della malattia, dell’infortunio, della disoccupazione, della maternità, dell’orfanità e della vedovanza.
3 La Confederazione e i Cantoni perseguono gli obiettivi sociali nell’ambito delle loro competenze costituzionali e dei mezzi disponibili.
4 Dagli obiettivi sociali non si possono desumere pretese volte a ottenere direttamente prestazioni dello Stato. (Art. 41)
