- English(1) The provisions of this Constitutional Charter have been derived from the political agreement of governing structures in the transitional period signed between the Forces of Freedom and Change and the Transitional Military Council. If any provisions of these two documents are in conflict, the provisions of this present Declaration shall prevail.
