- EnglishIf the Constitutional Court referred to [the matter] by the President of the Republic or by a Deputy, has declared that an international engagement contains a clause contrary to the Constitution, the authorization to ratify it or to approve it may only intervene after the revision of the Constitution.
A law authorizing the ratification or the approval of an international engagement may not be promulgated and enter into force when it has been declared nonconforming to the Constitution. Pursuant to Articles 139 and 140 of the Constitution, the Republic of Croatia shall confer upon the institutions of the European Union the powers necessary for the enjoyment of rights and fulfilment of obligations ensuing from membership. The State shall adopt, in accordance with the procedures established under this Constitution and by the law, such measures as may be necessary to enforce the decisions emanating from international organs as provided for under this article.
