- English(1) Political parties shall participate in the formation of the political will of the people. They may be freely established. Their internal organisation must conform to democratic principles. They must publicly account for their assets and for the sources and use of their funds.
(2) Parties that, by reason of their aims or the behaviour of their adherents, seek to undermine or abolish the free democratic basic order or to endanger the existence of the Federal Republic of Germany shall be unconstitutional. The Federal Constitutional Court shall rule on the question of unconstitutionality.
(3) Parties that, by reason of their aims or the behaviour of their adherents, seek to undermine or abolish the free democratic basic order or to endanger the existence of the Federal Republic of Germany shall be excluded from state financing. If such exclusion is determined, any favourable fiscal treatment of these parties and of payments made to those parties shall cease.
(4) The Federal Constitutional Court shall rule on the question of unconstitutionality within the meaning of paragraph (2) of this Article and on exclusion from state financing within the meaning of paragraph (3).
(5) Details shall be regulated by federal laws. (Art. 21) - German(1) Die Parteien wirken bei der politischen Willensbildung des Volkes mit. Ihre Gründung ist frei. (3) Parteien, die nach ihren Zielen oder dem Verhalten ihrer Anhänger darauf ausgerichtet sind, die freiheitliche demokratische Grundordnung zu beeinträchtigen oder zu beseitigen oder den Bestand der Bundesrepublik Deutschland zu gefährden, sind von staatlicher Finanzierung ausgeschlossen. Wird der Ausschluss festgestellt, so entfällt auch eine steuerliche Begünstigung dieser Parteien und von Zuwendungen an diese Parteien.
(4) Über die Frage der Verfassungswidrigkeit nach Absatz 2 sowie über den Ausschluss von staatlicher Finanzierung nach Absatz 3 entscheidet das Bundesverfassungsgericht.(5) Das Nähere regeln Bundesgesetze. (Art. 21)

- English1. Political diversity and multi-party system shall be recognized in the Kyrgyz Republic.
2. The citizens shall be entitled to create political parties, professional unions as well as other public associations on the basis of free will and unity of interests for implementation and protection of their rights and freedoms, as well as satisfying political, economic, social, labor, cultural and other interests.
3. Political parties shall assist to the expression of political will of citizens, as well as shall participate in the elections of the deputies of the Jogorku Kenesh, the President as well as local self-governance bodies.
4. The following shall be prohibited in the Kyrgyz Republic:
1. merger of state, municipal and party institutions; establishment and activity of party organizations in state and municipal institutions and organizations; carrying out party activity by civil and municipal servants except for the cases when such activity is implemented outside their official duties;
2. membership of those serving in the army, law-enforcement agencies as well as judges in political parties as well as their statements in support of any political party;
3. creation of political parties on religious or ethnic basis as well as pursuit of political goals by religious associations;
4. creation of militant formations by associations of citizens;
5. activity of political parties, public and religious organizations, their representations and branches in the event that such structures pursue political goals aimed at forced change of the constitutional setup, undermining national security, incitement of social, racial, inter-national, inter-ethnic and religious hatred. 2. 4) создание объединениями граждан военизированных формирований;
5) деятельность политических партий, общественных и религиозных объединений, их представительств и филиалов, преследующих политические цели, действия которых направлены на насильственное изменение конституционного строя, подрыв национальной безопасности, разжигание социальной, расовой, межнациональной, межэтнической и религиозной вражды.
