The Constitutional Council may be referred to [a matter] by a recourse seeking to have a law declared unconstitutional:
- by the President of the Republic[,] within the six full days which follow the transmission made to him of the law definitely adopted,
- by a number of Deputies at least equal to one-tenth of the members of the National Assembly, within the six full days which follow its definitive adoption. (Art. 74) - French

Sovereignty is exercised in accordance with this Constitution which is the Supreme Law of the State.

- EnglishThe international engagements specified in Articles 114 to 116 must be deferred before their ratification to the Constitutional Court, either by the President of the Republic, or by the Prime Minister, or by the President of the National Assembly or by one-tenth of the Deputies, or by the President of the High Council of the Collectivities or by one-tenth of the National Councilors.
The Constitutional Court verifies, within a time of one month, if these engagements contain a clause contrary to the Constitution.

It decides more generally on the violations of the rights of the human person and its decision must intervene within a time period of eight days. (Art. 121) - French
La Cour constitutionnelle, à la demande du président de la République ou de tout membre de l'Assemblée nationale, se prononce sur la constitutionnalité des lois avant leur promulgation.
Elle se prononce d'office sur la constitutionnalité des lois et de tout texte réglementaire censés porter atteinte aux droits fondamentaux de la personne humaine et aux libertés publiques. - EnglishThe Constitutional Court is the judge of the exceptions of unconstitutionality raised before or by a jurisdiction.
Any person may refer the Constitution Court to [a matter concerning] the unconstitutionality of any legislative or regulatory act.
In addition, he may refer the Constitutional Court to [a matter], by the procedure of the exception of unconstitutionality invoked in a matter concerning him before a jurisdiction.
