- EnglishThe State has the duty to assure the translation and diffusion in national languages of the Constitution, as well as of the texts relative to human rights and to the fundamental freedoms.
It guarantees the teaching of the Constitution, of human rights and of civic education at all levels of training. The State commits to respecting the Constitution, the Rights of Man and the public freedoms. It sees to making them known and diffuses them among the population.
The State takes the necessary measures to integrate the Constitution, the Rights of Man and the public freedoms in the school and university programs of teaching as well as in the training of the forces of defense and of security, and of the agents of the Administration. (Art. 28) - French

The public authorities have the duty to promote and to assure, through teaching, education and diffusion, the respect of the rights of man, of the fundamental freedoms and of the duties of the citizens provided by this Constitution.
The public powers have the duty to assure the diffusion and the teaching of the Constitution, the Universal Declaration of the Rights of Man, the African Charter of the Rights of Man and of Peoples, as well as all the duly ratified regional and international conventions concerning the rights of man and to international humanitarian law.
