- English1 All Swiss citizens over the age of eighteen, unless they lack legal capacity due to mental illness or mental incapacity, have political rights in federal matters. All citizens have the same political rights and duties.
2 They may participate in elections to the National Council and in federal popular votes, and launch or sign popular initiatives and requests for referendums in federal matters. - EnglishThe law, federate law or rule referred to in Article 1347 guarantees that women and men may equally exercise their rights and freedoms, and in particular promotes their equal access to elective and public mandates.
The Council of Ministers and the Governments of the Communities and the Regions include both women and men.
The law, federate law or rule referred to in Article 134 provides for women and men to sit on the permanent deputations of the provincial councils, the colleges of the burgomasters and aldermen, the councils and permanent committees of the public centres for social welfare and on the executives of any other inter-provincial, supra-municipal, inter-municipal or intra-municipal territorial body.
The preceding paragraph does not apply when the law, federate law or rule referred to in Article 134 provides for the direct election of the members of the permanent deputations of the provincial councils, of aldermen, of the members of the councils and permanent committees of the social welfare centres or of the members of the executives of any other inter-provincial, supra-municipal, inter-municipal or intra-municipal territorial body. Het voorgaande lid is niet van toepassing wanneer de wet, het decreet of de in artikel 134 bedoelde regel de rechtstreekse verkiezing organiseren van de bestendig afgevaardigden van de provincieraden, van de schepenen, van de leden van de raad voor maatschappelijk welzijn, van de leden van het vast bureau van de openbare centra voor maatschappelijk welzijn of van de leden van de uitvoerende organen van elk ander interprovinciaal, intercommunaal of binnengemeentelijk territoriaal orgaan. La loi, le décret ou la règle visée à l’article 134 organisent la présence de personnes de sexe différent au sein des députations permanentes des conseils provinciaux, des collèges des bourgmestre et échevins, des conseils de l’aide sociale, des bureaux permanents des centres publics d’aide sociale et dans les exécutifs de tout autre organe territorial interprovincial, intercommunal ou intracommunal.
L’alinéa qui précède ne s’applique pas lorsque la loi, le décret ou la règle visée à l’article 134 organisent l’élection directe des députés permanents des conseils provinciaux, des échevins, des membres du conseil de l’aide sociale, des membres du bureau permanent des centres publics d’aide sociale ou des membres des exécutifs de tout autre organe territorial interprovincial, intercommunal ou intracommunal.
