2. The preventative control of international treaties before their ratification by the legislative organ.
3. Conflicts of responsibility between the public powers at the instance of one of their heads.

- EnglishIn specific cases, in every process of whatever competence or jurisdiction, in any instance and in cassation and even before a sentence is decreed, the parties will be able to present as an action [acción], plea [excepción], or incidental issue [incidente], the total or partial unconstitutionality of a law. The tribunal must decide concerning it. (Art. 266)

- EnglishI. The Popular Action shall be filed during the period in which the violation or threat to the rights and collective interests continues. To file this action it is not necessary to exhaust the judicial or administrative processes that might exist.
II. Any person, in his or her individual name or on behalf of a collective, may file this action, and it shall be filed obligatorily by the Public Ministry and the Public Defender (Ministerio Público y el Defensor del Pueblo) when, in the exercise of their functions, they have knowledge of these acts. The procedure for the Action for Constitutional Protection shall be applied. (Art. 136) - SpanishI. La Acción Popular podrá interponerse durante el tiempo que subsista la vulneración o la amenaza a los derechos e intereses colectivos. II. - EnglishThe special proceedings for protection shall be admissible against those rulings or definitive judgments where there has been a violation, by deed or omission, of the rights enshrined in the Constitution, and they shall be filed with the Constitutional Court. This appeal shall be admissible when regular and special appeals have been exhausted within the legal framework, unless the failure to file these resources was not attributable to the negligence of the person bearing the constitutional right that was infringed. 2. The Attorney [Fiscal] of the Nation;
3. The President of the Judicial Power, with agreement of the Plenary Chamber of the Supreme Court of Justice;

5. Twenty-five percent of the legal number of members of the Congress;
6. Five thousand citizens with signatures verified by the National Jurado of Elections. If the norm is a municipal ordinance, one percent of the citizens of the respective territorial domain [ámbito], are enabled to impugn it, whenever this percentage does not exceed the number of signatures specified above;
7. The Regional Governors, with the agreement of the Regional Council or the provincial mayors with agreement of their Council, in matters of their competence;

- English(1) The Constitutional Court has jurisdiction over the whole Spanish territory and is entitled to hear:
a) Appeals against the alleged unconstitutionality of acts and statutes having the force of an act. ...
b) Individual appeals for protection (recursos de amparo) against violation of the rights and liberties contained in section 53(2) of the Constitution, in the circumstances and manner to be laid down by law.
c) Conflicts of jurisdiction between the State and the Autonomous Communities or between the Autonomous Communities themselves.
d) Other matters assigned to it by the Constitution or by organic acts.
(2) The Government may appeal to the Constitutional Court against provisions and resolutions adopted by the bodies of the Autonomous Communities, which shall bring about the suspension of the contested provisions or resolutions, but the Court must either ratify or lift the suspension, as the case may be, within a period of not more than five months. 2. El Gobierno podrá impugnar ante el Tribunal Constitucional las disposiciones y resoluciones adoptadas por los órganos de las Comunidades Autónomas. La impugnación producirá la suspensión de la disposición o resolución recurrida, pero el Tribunal, en su caso, deberá ratificarla o levantarla en un plazo no superior a cinco meses. (Art. 161)
