- EnglishI. The Pluri-National Constitutional Court (Tribunal Constitucional Plurinacional) assures the supremacy of the Constitution, exercises constitutional control, and safeguards respect for and enforcement of constitutional rights and guarantees.
II. As criteria to be applied in its interpretive role, the Pluri-National Constitutional Court shall give preference to the intent of the constituent assembly as demonstrated in its documents, acts and resolutions, as well as the literal tenor of the text. The decisions related to the attributions provided for in the Constitution shall be adopted by the plenary of the Court. Whenever the executive returns a bill, it shall again be debated in the National Congress, and if it is ratified by a two-thirds vote, it shall again be sent to the executive branch, with this phrase: “Constitutionally ratified” and the executive branch shall publish it forthwith.
If the grounds for the veto are that the bill is unconstitutional, it may not be submitted to a new debate until the opinion of the Supreme Court of Justice has been obtained; the Court shall issue its opinion within such period as the National Congress shall specify. (Art. 216) - Spanish…
Cuando el Ejecutivo devolviere el proyecto, el Congreso Nacional lo someterá a nueva deliberación, y si fuere ratificado por (2/3) dos tercios de votos, lo pasará de nuevo al Poder Ejecutivo, con esta fórmula: "Ratificado Constitucionalmente" y, éste lo publicará sin tardanza.
Si el veto se fundare en que el proyecto de ley es inconstitucional, no podrá someterse a una nueva deliberación sin oír previamente a la Corte Suprema de Justicia; ésta emitirá su dictamen en el término que el Congreso Nacional le señale. (Art. 216)

- EnglishIt will correspond to a specialized Chamber of the Supreme Court of Justice to declare, by absolute majority of its members, the unconstitutionality of the norms of any nature and of the acts subject to the Public Law. The jurisdictional acts of the Judicial Power, the declaration of election made by the Supreme Tribunal of Elections and the others determined by the law[,] will not be impugnable by this way.
It will also correspond to it:
a. To settle the conflicts of competence between the powers of the State, the Supreme Tribunal of Elections included, as well as with the other entities or organs that the law indicates.
b. To take cognizance of the consultations on bills of constitutional reform, of approval of international agreements or treaties and of other bills of law, as provided in the law. Le corresponderá además:

The disputes that Article 103 of the Constitution concerns, with the exception of those in electoral matters, will be subject to the procedures and formalities [formas] of the juridical order that the law determines, in accordance with the following bases:
I. A trial in amparo will always be held [seguirá] at the instance of the party injured [agrivada], having such character any [person] claiming to be entitled [titular] to a right or to an individual or collective interest, whenever it [is] alleged that the challenged act violates the rights recognized by the Constitution and furthermore affects its juridical sphere, either in direct manner or by virtue of its special situation before [frente] the juridical order.
Concerning the acts or resolutions proceeding from the judicial, administrative or labor tribunals, the complainant must claim to be entitled to a subjective right that affects them in a personal and direct manner;

The Supreme Court of Justice can, of office or on substantiated petition of the corresponding Collegiate Circuit Tribunal, of the Attorney General of the Republic, in the matters in which the Public Ministry of the Federation is a part, or of the Federal Executive, through the Juridical Councilor of the Government, take cognizance of the direct amparos that by their interest and transcendence [trascendencia] so merit it.

VIII. Against the decisions that the District Judges [feminine] and the District Judges [masculine] or the Collegiate Tribunals of Appeal issue in amparo[,] revision proceeds. The Supreme Court of Justice will take cognizance of them:

Las controversias de que habla el artículo 103 de esta Constitución, con excepción de aquellas en materia electoral, se sujetarán a los procedimientos que determine la ley reglamentaria, de acuerdo con las bases siguientes:
I. El juicio de amparo se seguirá siempre a instancia de parte agraviada, teniendo tal carácter quien aduce ser titular de un derecho o de un interés legítimo individual o colectivo, siempre que alegue que el acto reclamado viola los derechos reconocidos por esta Constitución y con ello se afecte su esfera jurídica, ya sea de manera directa o en virtud de su especial situación frente al orden jurídico.
Tratándose de actos o resoluciones provenientes de tribunales judiciales, administrativos o del trabajo, el quejoso deberá aducir ser titular de un derecho subjetivo que se afecte de manera personal y directa;

- EnglishThe Supreme Tribunal of Justice shall guarantee the supremacy and efficacy of constitutional rules and principles; it shall be the supreme and ultimate interpreter of the Constitution and shall see to the uniform interpretation and application of the same. Interpretations established by the Constitutional Division concerning the contents or scope of constitutional rules and principles are binding on the other division of the Supreme Tribunal of Justice and on all of the other courts of the Republic. - SpanishEl Tribunal Supremo de Justicia garantizará la supremacía y efectividad de las normas y principios constitucionales; será el máximo y último intérprete de la Constitución y velará por su uniforme interpretación y aplicación.
