The people exercise this power directly and via Assemblies of People's Power and other organs of the State that are derived from them, in the form and according to the norms established by the Constitution and the laws. - EnglishThis Constitution guarantees the full exercise of political rights, in accordance with the principle of popular sovereignty and with the laws derived therefrom. Suffrage shall be universal, equal, secret and compulsory.
Actual equality of opportunities for men and women to elective and political party positions shall be guaranteed by means of positive actions in the regulation of political parties and in the electoral system. The political system is pluralist and expresses itself through the political parties, which are the only instrument for the exercise of the representation of the People within the Government. The norms, [the] organization and [the] functioning will be subject to the principles of [a] representative democracy.
The existence of a sole official party is incompatible with the democratic system and with the form of government established in this Constitution. (Art. 85) - SpanishEl Gobierno es republicano, democrático y representativo.
El sistema político es pluralista y se expresa por medio de los partidos políticos, que son el único instrumento para el ejercicio de la representación del pueblo dentro del Gobierno. Las normas, organización y funcionamiento se sujetarán a los principios de la democracia representativa.
La existencia de un partido único oficial es incompatible con el sistema democrático y con la forma de gobierno establecidos en esta Constitución. (Art. 85)
Political Parties
- EnglishAll citizens have the right of association for political purposes, through democratic methods of organization, operation and direction. Their governing organs and candidates for offices filled by popular vote, shall be selected by internal elections with participation of their members. No financing of associations for political purposes with State funds shall be permitted. Matters relating to the financing of and private contributions to associations for political purposes shall be regulated by law, as shall the oversight mechanisms to guarantee propriety as to the sources and handling of such funds.
Law shall regulate as well, political and election campaigns, the duration thereof and spending limits with a view pursuing its democratization.
Citizens, on their own initiative, and associations for political purposes, shall be entitled to participate in the electoral process, putting forward candidates. The financing of political advertising and election campaigns shall be regulated by law. The authorities of associations for political purposes shall not enter into contracts with organs in the public sector. (Art. 67) - SpanishTodos los ciudadanos y ciudadanas tienen el derecho de asociarse con fines políticos, mediante métodos democráticos de organización, funcionamiento y dirección. Sus organismos de dirección y sus candidatos o candidatas a cargos de elección popular serán seleccionados o seleccionadas en elecciones internas con la participación de sus integrantes.
No se permitirá el financiamiento de las asociaciones con fines políticos con fondos provenientes del Estado.
La ley regulará lo concerniente al financiamiento y las contribuciones privadas de las organizaciones con fines políticos, y los mecanismos de control que aseguren la pulcritud en el origen y manejo de las mismas. Así mismo regulará las campañas políticas y electorales, su duración y límites de gastos propendiendo a su democratización.
Los ciudadanos y ciudadanas, por iniciativa propia, y las asociaciones con fines políticos, tienen derecho a concurrir a los procesos electorales postulando candidatos y candidatas. El financiamiento de la propaganda política y de las campañas electorales será regulado por la ley. Las direcciones de las asociaciones con fines políticos no podrán contratar con entidades del sector público. (Art. 67)

- EnglishThe organization of parties, groups and political movements is free and subject to the principles established in this Constitution. Their conformation and functioning should support themselves in respect for internal democracy and transparency, in accordance with the law. Its essential purposes are:
1. To guarantee the participation of male and female citizens in the political processes that contribute to the strengthening of democracy.
2. To contribute in equality of conditions, to the formation and manifestation of the citizen will, respecting political pluralism through the proposal of candidate lists to offices of popular election.
3. To serve the national interest, the collective well-being and the complete development of Dominican society. (Art. 216) - SpanishLa organización de partidos, agrupaciones y movimientos políticos es libre, con sujeción a los principios establecidos en esta Constitución. Su conformación y funcionamiento deben sustentarse en el respeto a la democracia interna y a la transparencia, de conformidad con la ley. Sus fines esenciales son:
1) Garantizar la participación de ciudadanos y ciudadanas en los procesos políticos que contribuyan al fortalecimiento de la democracia;
2) Contribuir, en igualdad de condiciones, a la formación y manifestación de la voluntad ciudadana, respetando el pluralismo político mediante la propuesta de candidaturas a los cargos de elección popular;
3) Servir al interés nacional, al bienestar colectivo y al desarrollo integral de la sociedad dominicana. (Art. 216)

- EnglishPolitical parties and movements shall be funded by membership dues paid by their members and followers, and as long as they meet the requirements stipulated by law, the political parties shall receive State allocations subject to monitoring.
The political movement that, on two successive multi-person elections, obtains at least five percent (5%) of all valid votes nationwide, shall acquire the same rights and must meet the same obligations as political parties. El movimiento político que en dos elecciones pluripersonales sucesivas obtenga al menos el cinco por ciento de votos válidos a nivel nacional, adquirirá iguales derechos y deberá cumplir las mismas obligaciones que los partidos políticos. (Art. 110)
