The renewal of the Legislative and Executive powers will be realized by way of free, authentic and periodic elections, in accordance with the following bases:
I. The political parties are entities of public interest; the law will determine the norms and requirements for their legal registration, the specific forms of their participation [intervención] in the electoral process and the rights, obligations and prerogatives that correspond to them. In the nomination [postulación] of their candidatures, the principle of parity of gender will be observed.
The political parties have as [their] objective to promote the participation of the people in the democratic life, to promote the principle of parity of gender, to contribute to the integration of the organs of political representation and as citizen organizations, to make possible the access of them to the exercise of public power, in accordance with the programs, principles and ideas they postulate and by way of universal, free, secret and direct suffrage, as well as the regulations that the electoral law specifies [marque] to guarantee the parity of gender, in candidatures to the different offices of popular election. La renovación de los poderes Legislativo y Ejecutivo se realizará mediante elecciones libres, auténticas y periódicas, conforme a las siguientes bases:
I. Los partidos políticos son entidades de interés público; la ley determinará las normas y requisitos para su registro legal, las formas específicas de su intervención en el proceso electoral y los derechos, obligaciones y prerrogativas que les corresponden. En la postulación de sus candidaturas, se observará el principio de paridad de género.

- EnglishPolitical parties express political pluralism, contribute to the formation and manifestation of the popular will, and are fundamental instruments of political participation, without prejudice to the freedom of electoral nomination in the form prescribed by this Constitution and by law. The internal structure and the functioning of political parties shall be based on democratic principles.
The law shall regulate the registration and the continued existence of political parties but in no case may provide that the minimum number of votes required for survival is higher than five percent (5%) of the valid votes cast in elections for President, members of the National Assembly, Mayors or Precinct Representatives, whichever is the vote in which the party concerned has been most successful. The political movement that, on two successive multi-person elections, obtains at least five percent (5%) of all valid votes nationwide, shall acquire the same rights and must meet the same obligations as political parties. Citizens may exercise their rights individually or through political organizations, such as parties, movements or alliances, in accordance with the law. Such organizations participate in the development and manifestation of the will of the people. Their inscription in the corresponding register confers juridical personality on them.
Through the law[,] provisions oriented to assure the democratic functioning of the political organizations and the transparency concerning the origin of their economic resources, as well as their verification, supervision, control and sanction[,] are established.
The financing of the political organizations may be public and private. It is governed by the law in accordance with criteria of transparency and rendition of accounts. The public financing promotes the participation and strengthening of the political organizations under criteria of equality and proportionality. The private financing is realized through the financial system with the corresponding exceptions, limits [topes] and restrictions. Illegal financing generates the respective administrative, civil and penal sanction.

Los ciudadanos pueden ejercer sus derechos individualmente o a través de organizaciones políticas como partidos, movimientos o alianzas, conforme a ley. Tales organizaciones concurren a la formación y manifestación de la voluntad popular. Su inscripción en el registro correspondiente les concede personalidad jurídica.
Mediante ley se establecen disposiciones orientadas a asegurar el funcionamiento democrático de las organizaciones políticas y la transparencia sobre el origen de sus recursos económicos, así como su verificación, fiscalización, control y sanción.
El financiamiento de las organizaciones políticas puede ser público y privado. Se rige por ley conforme a criterios de transparencia y rendición de cuentas. El financiamiento público promueve la participación y fortalecimiento de las organizaciones políticas bajo criterios de igualdad y proporcionalidad. Their organization, structure and functioning shall be democratic and shall guarantee rotation of power, accountability, and parity membership between women and men on their governing boards. They shall choose their board members and candidates by means of internal electoral processes or primaries.
