National sovereignty resides in the People who exercise it through democratic instruments[,] deciding and participating freely in the construction and perfecting of the economic, political, cultural and social system of the nation. The people exercise the sovereign power through their representatives freely elected by universal, equal, direct and secret suffrage, barring any other individual or group of persons from arrogating this representation. It may be also exercised directly by means of the referendum and of the plebiscite. In the same way, it will be able to [podrd] exercise it through other direct mechanisms, such as the participative budgets, the citizen initiatives, the territorial Councils, the territorial and communal assemblies of the indigenous and Afro-descendant Peoples, the sectoral Councils, and other procedures [procedimientos] that this Constitution and the laws establish. La soberanía nacional reside en el pueblo y la ejerce a través de instrumentos democráticos decidiendo y participando libremente en la construcción y perfeccionamiento del sistema económico, político, cultural y social de la nación. El poder soberano lo ejerce el pueblo por medio de sus representantes libremente elegidos por sufragio universal, igual, directo y secreto, sin que ninguna otra persona o reunión de personas pueda arrogarse esta representación. También lo puede ejercer de forma directa a través del referéndum y el plebiscito. - EnglishPolitical parties and movements shall be funded by membership dues paid by their members and followers, and as long as they meet the requirements stipulated by law, the political parties shall receive State allocations subject to monitoring.
The political movement that, on two successive multi-person elections, obtains at least five percent (5%) of all valid votes nationwide, shall acquire the same rights and must meet the same obligations as political parties. This Constitution guarantees the free establishment and exercise of their activities, as well as their democratic organization and performance, representation of minority groups, competition for those standing as candidates for elective public positions, access to public information and communication of their ideas.
The State contributes to the economic support of their activities and the training of their leaders.
Political parties shall make public the source and destiny of their funds and assets. (Sec. 38) - SpanishLos partidos políticos son instituciones fundamentales del sistema democrático.
Su creación y el ejercicio de sus actividades son libres dentro del respeto a esta Constitución, la que garantiza su organización y funcionamiento democráticos, la representación de las minorías, la competencia para la postulación de candidatos a cargos públicos electivos, el acceso a la información pública y la difusión de sus ideas.

- EnglishPolitical parties and movements are non-State public organizations, which constitute the expressions of political plurality of the people and are sustained by philosophical, political, ideological, inclusive and nondiscriminatory concepts.
Their organization, structure and functioning shall be democratic and shall guarantee rotation of power, accountability, and parity membership between women and men on their governing boards. They shall choose their board members and candidates by means of internal electoral processes or primaries. - EnglishThe State will concur in the political and electoral financing of the Political Parties and Movements with juridical personality in accordance with the law.
The electoral campaigns that advance the candidates endorsed by parties and movements with Juridical Personality or significant groups of citizens, will be financed partially with the state resources.
The law will determine the percentage of voting necessary to have right to this financing.
It also may limit the amount of the expenses that the parties, movements, significant groups of citizens or candidates may realize in electoral campaigns, as well as the maximum amount of the private contributions, in accordance with the law.
A percentage of the financing will be given to parties and movements with Juridical Personality in force, and to the significant groups of citizens who endorse candidates, before the election, or the consultations[,] in accordance with the conditions and guarantees that the law determines and with authorization of the National Electoral Council.
… (Art. 109) - SpanishEl Estado concurrirá a la financiación política y electoral de los Partidos y Movimientos Políticos con personería jurídica, de conformidad con la ley.
Las campañas electorales que adelanten los candidatos avalados por partidos y movimientos con Personería Jurídica o por grupos significativos de ciudadanos, serán financiadas parcialmente con recursos estatales.
La ley determinará el porcentaje de votación necesario para tener derecho a dicha financiación.
También se podrá limitar el monto de los gastos que los partidos, movimientos, grupos significativos de ciudadanos o candidatos puedan realizar en las campañas electorales, así como la máxima cuantía de las contribuciones privadas, de acuerdo con la ley.

1. receive economic aid [auxilio], directions or instructions from foreign organizations or States;
2. establish structures which, directly or indirectly, imply the use of, or a call for, violence as [a] methodology of the political activity [quehacer], and
