- EnglishA special tribunal, which will be denominated the Qualifying Tribunal of Elections, will take cognizance of the general scrutiny and of the qualification of the elections of President of the Republic, of Deputies and Senators; it will resolve the complaints which derive from them and will proclaim those who are elected. The Supreme Electoral Council has the following attributions:
1) To organize and to direct the elections, plebiscites or referendums that are convoked in accordance with that established in the Constitution and in the law.
2) To appoint the members of the other electoral organs [organismos] in accordance with the Electoral Law.
3) To establish [elaborar] the electoral calendar.
4) To apply the constitutional and legal provisions that refer to the electoral process.

- EnglishThe National Electoral Council is the permanent organ of the State with the fundamental mission of organizing, directing, and supervising the elections, popular consultations, plebiscites, and referendums that are convened.
It handles and responds to the complaints that are lodged with regard to elections and performs the other functions recognized by the Constitution and the laws.
The National Electoral Council guarantees the veracity, transparency, efficiency, publicity, authenticity, and impartiality of the processes of democratic participation. (Art. 211) - SpanishEl Consejo Electoral Nacional es el órgano del Estado que tiene como misión fundamental organizar, dirigir y supervisar las elecciones, consultas populares, plebiscitos y referendos que se convoquen.
Tramita y responde las reclamaciones que en esta materia se establezcan, así como cumple las demás funciones reconocidas en la Constitución y las leyes.

The electoral system has for [its] objective to assure that elections [votaciones] translate the authentic expression, free and spontaneous of the citizenry; and that the ballots are an exact and opportune reflection of the will of the electors expressed in the ballot boxes [urnas] by direct suffrage.

El sistema electoral tiene por finalidad asegurar que las votaciones traduzcan la expresión auténtica, libre y espontánea de los ciudadanos; y que los escrutinios sean reflejo exacto y oportuno de la voluntad del elector expresada en las urnas por votación directa.
Tiene por funciones básicas el planeamiento, la organización y la ejecución de los procesos electorales o de referéndum u otras consultas populares; el mantenimiento y la custodia de un registro único de identificación de las personas; y el registro de los actos que modifican el estado civil. - EnglishThe Electoral Branch of Government shall guarantee the exercise of political rights as expressed by voting, as well as those referring to the political organization of the citizenry.
The Electoral Branch shall be comprised of the National Electoral Council and the Electoral Dispute Settlement Court. Both bodies shall have their seat in Quito and shall have national jurisdiction, administrative, financial, and organizational autonomy, and their own legal status. They shall be governed by the principles of autonomy, independence, publicity, transparency, equity, interculturalism, gender equality, swiftness and rectitude.
