- EnglishEducation is a right of all people and the responsibility of the State, which guarantees free, accessible, and quality education services to its citizens for their holistic development, from preschool until the postgraduate level.
The State, in order to effectuate this right, establishes a broad system of educational institutions of all types and education levels, which allows the possibility of attending school during any stage of life according to one's aptitudes and the country's social demands and socioeconomic development needs.
Society and families have the responsibility of education.
The law defines the scope of the obligatory nature of attending school; the basic general preparation that must be minimally acquired; the education of adults and those whose postgraduate or other complementary studies may extraordinarily be remunerated. (Art. 73) - SpanishLa educación es un derecho de todas las personas y responsabilidad del Estado, que garantiza servicios de educación gratuitos, asequibles y de calidad para la formación integral, desde la primera infancia hasta la enseñanza universitaria de posgrado.
El Estado, para hacer efectivo este derecho, establece un amplio sistema de instituciones educacionales en todos los tipos y niveles educativos, que brinda la posibilidad de estudiar en cualquier etapa de la vida de acuerdo a las aptitudes, las exigencias sociales y a las necesidades del desarrollo económico-social del país.
En la educación tienen responsabilidad la sociedad y las familias.
La ley define el alcance de la obligatoriedad de estudiar, la preparación general básica que, como mínimo, debe adquirirse; la educación de las personas adultas y aquellos estudios de posgrado u otros complementarios que excepcionalmente pueden ser remunerados. (Art. 73)

Regardless of their public or private character, equality of opportunities with respect to access, permanence, passing and graduation shall be guaranteed, except for the charging of tuition in private education.
The collection of tuition and registration fees in advanced private education shall benefit from mechanisms such as scholarships, loans, admission quotas and others that make it possible to ensure social integration and equity in all its many dimensions. El ingreso a las instituciones públicas de educación superior se regulará a través de un sistema de nivelación y admisión, definido en la ley. La gratuidad se vinculará a la responsabilidad académica de las estudiantes y los estudiantes.
Con independencia de su carácter público o particular, se garantiza la igualdad de oportunidades en el acceso, en la permanencia, y en la movilidad y en el egreso, con excepción del cobro de aranceles en la educación particular.
El cobro de aranceles en la educación superior particular contará con mecanismos tales como becas, créditos, cuotas de ingreso u otros que permitan la integración y equidad social en sus multiples dimensiones. (Art. 356)
