Education
- EnglishI. The State shall recognize the validity of institutes of humanistic, technical and technological training, at middle and higher levels, upon prior fulfillment of the conditions and requisites established in the law.
II. The State shall promote technical, technological, productive, artistic and linguistic training through technical institutes.
III. The State, through the educational system, shall promote the creation and organization of distance educational programs and popular education programs for those who have not attended school, with the objective of elevating the cultural level and developing the Pluri-National consciousness of the people. El Estado reconocerá la vigencia de institutos de formación humanística, técnica y tecnológica, en los niveles medio y superior, previo cumplimiento de las condiciones y requisitos establecidos en la ley.

The access to education [educación] is free and equal for all Nicaraguans. Primary education [enseñanza] is gratuitous and obligatory in the centers of the State. Secondary education [enseianza] is gratuitous in the centers of the State, without prejudice to the voluntary contributions which parents may make. No one may be excluded in any form from a state center for economic reasons. The indigenous peoples and the ethnic communities of the Caribbean Coast have right in their region to intercultural education [educación] in their mother tongue, in accordance with the law. El acceso a la educación es libre e igual para todos los nicaragüenses. La enseñanza primaria es gratuita y obligatoria en los centros del Estado. La enseñanza secundaria es gratuita en los centros del Estado, sin perjuicio de las contribuciones voluntarias que puedan hacer los padres de familia.
Nadie podrá ser excluido en ninguna forma de un centro estatal por razones económicas. Los pueblos indígenas y las comunidades étnicas de la Costa Caribe tienen derecho en su región a la educación intercultural en su lengua materna, de acuerdo a la ley. (Art. 121)

- EnglishAll persons have the right to an integral education that is of quality, permanent, equal in conditions and opportunities, and without more limitations than those derived from their aptitudes, vocation, and aspirations. Consequently:
1. The goal of education is the integral formation of the human being for the length of his entire life, and should be oriented toward the development of his creative potential and his ethical values. It seeks access to knowledge, science, skill, and the other assets and values of culture.
2. The family is responsible for the education of its members and has the right to choose the type of education for its minor children.
3. The State guarantees free public education and declares it obligatory in initial, basic, and intermediate levels. The offer for the initial level shall be defined in the law. Superior education in the public system shall be financed by the State, guaranteeing a distribution of resources that is proportional to the educational offer of the regions, in accordance with that which the law establishes.
4. The State shall safeguard the free nature and quality of general education, the fulfillment of its goals and moral, intellectual, and physical formation of the educated. It has the obligation to offer the number of hours of instruction that assure the achievement of the educational goals.

6. The eradication of illiteracy and the education of people with special needs and with exceptional abilities are obligations of the State.

13. With the end of forming citizens who are conscious of their rights and duties, in all public and private educational institutions instruction in social and civic formation, teaching of the Constitution, fundamental rights and guarantees, national values and the principles of peaceful coexistence shall be obligatory.
