Admittance to public institutions of higher education shall be regulated by means of a credit equivalency and admission system, as defined by law.
Free tuition shall be linked to the academic responsibility of the students.
Regardless of their public or private character, equality of opportunities with respect to access, permanence, passing and graduation shall be guaranteed, except for the charging of tuition in private education.
The collection of tuition and registration fees in advanced private education shall benefit from mechanisms such as scholarships, loans, admission quotas and others that make it possible to ensure social integration and equity in all its many dimensions. 10. The right to education.
Education has as its goal the full development of the person in the distinct stages of his life.
Parents have the preferential right and the duty to educate their children. It will correspond to the State to provide special protection for the exercise of this right.
For the State it is obligatory to promote preschool [parvularia] education, for which it will finance a gratuitous system beginning at the medium lower level [nivel medio menor], allocated to assure access to this and its higher levels. The second level of transition is obligatory, constituting a prerequisite for admission to basic education.
Basic education and secondary education are obligatory; the State must finance a gratuitous system with this objective, designed to assure access to it by all of the population. In the case of secondary education, this system, in conformity to the law, will be extended until 21 years of age has been reached.
It will, likewise, correspond to the State to promote the development of education at all levels; stimulate scientific and technological research, artistic creation, and the protection and increase of the cultural patrimony of the Nation.
It is the duty of the community to contribute to the development and improvement [perfeccionamiento] of education;

Los padres tienen el derecho preferente y el deber de educar a sus hijos. Corresponderá al Estado otorgar especial protección al ejercicio de este derecho.
Para el Estado es obligatorio promover la educación parvularia, para lo que financiará un sistema gratuito a partir del nivel medio menor, destinado a asegurar el acceso a éste y sus niveles superiores. II. The State shall give priority support to the students with less economic possibilities so that they can achieve different levels in the educational system, by providing economic resources, meal programs, clothing, transportation, school materials, and student residences in the distant areas, according to the law.
III. Students of excellent achievement shall be rewarded at all levels of the educational system. Every child and adolescent with natural, outstanding talent has the right to be attended to educationally with the teaching methodology and learning that makes possible the best development of his or her aptitudes and skills.
