- EnglishThe national education system shall be aimed at developing the population's individual and collective capabilities and potential, enabling learning and the generation and use of knowledge, techniques, wisdom, arts and culture. The system shall have as its core focus the learning subject and shall function flexibly and dynamically, with an inclusive, efficient and effective approach.
The national education system shall incorporate an intercultural vision in line with the country's geographical, cultural, and linguistic diversity and respect for the rights of the communities, peoples and nations. (Art. 343) - SpanishEl sistema nacional de educación tendrá como finalidad el desarrollo de capacidades y potencialidades individuales y colectivas de la población, que posibiliten el aprendizaje, y la generación y utilización de conocimientos, técnicas, saberes, artes y cultura. Education is an essential function of the State for the preservation, development, and dissemination of culture, which must extend its benefits to society without discrimination of any kind.
Public education shall be secular and shall be based on fundamental principles of democracy. It shall instill and promote in all students a deep feeling of Honduran patriotism and shall be directly connected with the economic and social development process of the country. (Art. 151) - Spanish
La educación es función esencial del Estado para la conservación, el fomento y difusión de la cultura, la cual deberá proyectar sus beneficios a la sociedad sin discriminación de ninguna naturaleza.
La educación nacional será laica y se fundamentará en los principios esenciales de la democracia, inculcará y fomentará en los educandos profundos sentimientos hondureñistas y deberá vincularse directamente con el proceso de desarrollo económico y social del país. (Art. 151)

Both the educational system and regime are decentralized.
The State coordinates the education policy. It formulates the general guidelines of the plans of study as well as the minimum requirements of the organization of the education centers. It oversees their compliance and the quality of the education.
It is the duty of the State to assure that no one is prevented from receiving adequate education by virtue of their economic situation or of mental or physical limitations.
Education is a fundamental human right which guarantees the development of the person and the society, for which the State annually invests no less than 6% of GDP [PIB: Product Bruto Interno]. (Art. 16) - Spanish

Admittance to public institutions of higher education shall be regulated by means of a credit equivalency and admission system, as defined by law.
Free tuition shall be linked to the academic responsibility of the students.
Regardless of their public or private character, equality of opportunities with respect to access, permanence, passing and graduation shall be guaranteed, except for the charging of tuition in private education.
The collection of tuition and registration fees in advanced private education shall benefit from mechanisms such as scholarships, loans, admission quotas and others that make it possible to ensure social integration and equity in all its many dimensions. El ingreso a las instituciones públicas de educación superior se regulará a través de un sistema de nivelación y admisión, definido en la ley. La gratuidad se vinculará a la responsabilidad académica de las estudiantes y los estudiantes.
Con independencia de su carácter público o particular, se garantiza la igualdad de oportunidades en el acceso, en la permanencia, y en la movilidad y en el egreso, con excepción del cobro de aranceles en la educación particular.
El cobro de aranceles en la educación superior particular contará con mecanismos tales como becas, créditos, cuotas de ingreso u otros que permitan la integración y equidad social en sus multiples dimensiones. (Art. 356)
