Free tuition shall be linked to the academic responsibility of the students.
Regardless of their public or private character, equality of opportunities with respect to access, permanence, passing and graduation shall be guaranteed, except for the charging of tuition in private education.
The collection of tuition and registration fees in advanced private education shall benefit from mechanisms such as scholarships, loans, admission quotas and others that make it possible to ensure social integration and equity in all its many dimensions. El ingreso a las instituciones públicas de educación superior se regulará a través de un sistema de nivelación y admisión, definido en la ley. La gratuidad se vinculará a la responsabilidad académica de las estudiantes y los estudiantes.
