Everyone shall have the right to education.
General secondary and vocational education shall be accessible and free of charge.
Specialised secondary and higher education is available to everyone according to their abilities. Everyone can, on a competitive basis, receive appropriate education free of charge at state educational institutions. (Art. 49) - Belarusian
