- EnglishEveryone shall have the right to education. The basic general education shall be compulsory. The state shall guarantee the free of charge general basic compulsory education in the state educational establishments.
Everyone shall get free of charge general vocational, primary specialized, vocational specialized and higher specialized education in the state educational establishments, within the framework determined by law.
Other forms of education shall be determined by law. (Art. 41) - RussianКаждый имеет право на образование. Общее основное образование обязательно. Государство гарантирует общее основное обязательное бесплатное образование в государственных учебных заведениях.
Каждый, в рамках, определенных законом, может получить бесплатное общее среднее, начальное профессиональное, среднее профессиональное и высшее профессиональное образование в государственных учебных заведениях.

- EnglishHigher public education shall be free of charge up to the third level.
Admittance to public institutions of higher education shall be regulated by means of a credit equivalency and admission system, as defined by law.
Free tuition shall be linked to the academic responsibility of the students.
Regardless of their public or private character, equality of opportunities with respect to access, permanence, passing and graduation shall be guaranteed, except for the charging of tuition in private education.
The collection of tuition and registration fees in advanced private education shall benefit from mechanisms such as scholarships, loans, admission quotas and others that make it possible to ensure social integration and equity in all its many dimensions. El ingreso a las instituciones públicas de educación superior se regulará a través de un sistema de nivelación y admisión, definido en la ley. La gratuidad se vinculará a la responsabilidad académica de las estudiantes y los estudiantes.
