The access to education [educación] is free and equal for all Nicaraguans. Primary education [enseñanza] is gratuitous and obligatory in the centers of the State. Secondary education [enseianza] is gratuitous in the centers of the State, without prejudice to the voluntary contributions which parents may make. No one may be excluded in any form from a state center for economic reasons. The indigenous peoples and the ethnic communities of the Caribbean Coast have right in their region to intercultural education [educación] in their mother tongue, in accordance with the law. - English(1) The State shall provide educational facilities at all levels and in all the Regions of Ghana, and shall, to the greatest extent feasible, make those facilities available to all citizens.
(2) The Government shall, within two years after Parliament first meets after the coming into force of this Constitution, draw up a programme for implementation within the following ten years, for the provision of free, compulsory and universal basic education.
(3) The State shall, subject to the availability of resources, provide—
(a) equal and balanced access to secondary and other appropriate pre-university education, equal access to university or equivalent education, with emphasis on science and technology;
(b) a free adult literacy programme, and a free vocational training, rehabilitation and resettlement of disabled persons; and
(c) life-long education. (Art. 38)

El Estado la asumirá como función indeclinable y de máximo interés en todos sus niveles y modalidades, y como instrumento del conocimiento científico, humanístico y tecnológico al servicio de la sociedad. La educación es un servicio público y está fundamentada en el respeto a todas las corrientes del pensamiento, con la finalidad de desarrollar el potencial creativo de cada ser humano y el pleno ejercicio de su personalidad en una sociedad democrática basada en la valoración ética del trabajo y en la participación activa, consciente y solidaria en los procesos de transformación social consustanciados con los valores de la identidad nacional, y con una visión latinoamericana y universal.
